The meeting was called to order at 7:30 p.m. by Chairman John A. Eberly.  All trustees were present.  Al Brockway led the Pledge of Allegiance.

 

            Motion by Eugene T. McCune, Jr. seconded by Patrick J. Cavanagh to approve the minutes of the regular session of the Board of Trustees of January 17, 2005.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

            Mr. Kitko also discussed the proposed changes to zoning permit application fees. The primary change is the addition of a permit fee for land development activities. In order to need a permit for land development activities, more than 300 sq. ft. would have to be disturbed, primarily for such things as pond/lake fill in, septic replacement or lot clearing. The proposed fee is $25 for a residential certificate and $50 for a commercial permit. Also, a fee of $50 has been added for a ditch piping permit. Mr. McCune will discuss this fee with Mr. Wilmot to insure the fee will cover the time needed by the road department personnel to administer the permit.

 

            Motion by Patrick Cavanagh seconded by Gene McCune to adopt the zoning permit application fees for 2005. VOTE:  McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.  (Copy attached to minutes.)

 

            Eugene T. McCune, Jr. commented on the many hours spent by the road department in cleaning the township roads over the last few days due to the snow.

 

            Patrick J. Cavanagh discussed the Petersen Construction invoices for work done at Adam Hall. He will ask Gordon Petersen to attend the next meeting to explain the bills in more detail. Mr. Cavanagh discussed the 2005 township chip seal projects.            Motion by Patrick Cavanagh seconded by John Eberly to adopt the Resolution of Convenience & Necessity for the Chip Seal of Various Roads which are:

            Stafford Road from Auburn Road to the Auburn/Troy Township Line

            Quinn Road from Crystal Trail to Bartholomew Road

            Thorpe Road from the Portage/Geauga County Line to Taylor May Road

            Franks Road from Munn Road to Messenger Road

            Bartholomew Road from Munn Road to Ravenna Road

            Wing Road complete

            Crackel Road from the Bainbridge/Auburn Township Line to a point 1700’ east

            Crackel Road from Auburn Road to Ravenna Road

            The trustees discussed the 2005 township asphalt projects. The trustees will ask a representative of the engineer’s office to attend a township meeting on February 14, 2005 along with Dave Wilmot.

            Mr. Cavanagh attended an Eagle Scout Dinner on Sunday, January 23, 2005. He presented certificates to the five young men who became Eagle Scouts. Congratulations to Nicholas Mercer, William Obermiller, William Durance, Kristopher Verderber, and Michael Schaefer.

           

            John A. Eberly discussed the Auburn Volunteer Fire Department trustee meeting.  Their exhaust extractor system is nearly completed and working. It was paid for with a $55,000 grant. The only cost to the township will be about $1500 for wire updates that were needed.  Pancake Breakfasts will be held at the fire station on the last Sunday in February and the first Sunday in March.  The fire department should be ready to order their new squad in early March. They have budgeted $150,000 for the purchase and are trying to get bidders to meet that price.

            Mr. Eberly discussed the cost of snow plowing for Auburn Township which totaled $93,365 for December and January.

 

            Denis D. Squire, Clerk, gave the trustees warrants, purchase orders and blanket certificates to sign.  He reported the current financial is accurate. The Certificate of Estimated Resources has been received from the budget commission.

 

            The trustees noted that the requested streetlight has been installed at the corner of Brittany Woods Drive and Washington Street.

 

            The trustees discussed a request received from the Zoning Commission for some supplies.

 

            Motion by Gene McCune seconded by Patrick Cavanagh to approve the purchase of a dictionary, CD’s, printer laser cartridge and eight (8) USB jump disks for use by the Zoning Commission. The secretary may sign out and use the Dell notebook computer recently purchased for the Zoning Commission’s use. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            Motion by Patrick Cavanagh seconded by John Eberly to encumber $500 for the purchase of a dictionary, CD’s, printer laser cartridge and USB jump disks for use by the Zoning Commission.  VOTE:  McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            The trustees discussed ZC2004-06, an amendment (known as Oil and Gas Wells and Miscellaneous), which was received from the Zoning Commission January 24, 2005.  The trustees set a public hearing for February 21, 2005 at 7:00 p.m.

 

            The trustees examined the final plat map for the Gottschalk Industrial Park Subdivision Phase 1 received from the Planning Commission.
