The meeting was called to order at 7:30 p.m. by Chairman John A. Eberly. All trustees were present. Gordon Petersen led the Pledge of Allegiance.
Motion by Eugene T. McCune, Jr. seconded by Patrick J. Cavanagh to approve the minutes of the regular session of the Board of Trustees of January 24, 2005. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
Jean Mackenzie of the Chagrin River Land Conservancy was present. The Conservancy serves as an educational resource to encourage the appreciation of nature and the out of doors and to inform people of the need for the preservation of open space. Their mission statement is to preserve the scenic beauty, rural character and natural resource of the Chagrin River watershed through direct land protection and promotion of the responsible use of land and water resources.
Gordon Petersen discussed the progress at Adam Hall. He explained how the two quotes for the grading and parking lot work were broken up:
The first proposal (hereafter phase I) is for clearing and grubbing at the south end of the existing driveway entrance; storm sewer work; removing soils, install geotech cloth, add limestone parking area and drive on east side of buildings. On the west side of the building, crush septic and fill with sand, remove soils, install geotech cloth, add limestone. To the parking area between the building and the roadway, remove stone and stockpile, remove soils; install geotech cloth, reuse stone, add limestone. Electrical trenching and backfill work; gas line trenching and backfill. The job total is $61,337.50.
The second proposal (hereafter phase II) is for clearing and grubbing on the east side of the parking lot; the east parking lot and entrance driveway to include removing grass and weeds in existing parking area and install limestone. Remove existing soils to extend existing lot; place woven cloth down, add limestone. Remove soils to extend lot in south area, place woven cloth, add limestone. Storm sewer work. Pad for new addition. The job total is $53,070.
Motion by Gene McCune seconded by Patrick Cavanagh to rescind a motion of August 23, 2004 to accept the quote of Grade Line, Inc. for the sight preparation work at Adam Hall in the amount of $61,337.60. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
Motion by Gene McCune seconded by Patrick Cavanagh to rescind a motion of September 7, 2004 to encumber $53,070 for work to include clearing and grubbing; east parking lot and entrance driveway work (remove grass, install 4 304 limestone, remove existing soils to extend parking lot east, place woven cloth down and then place 12 304 limestone; remove soils to extend lot south, place woven cloth and then place 12 304 limestone); storm sewer work; pad for new addition from Grade Line, Inc. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
The trustees discussed the sight preparation of the parking lots and entrance drive as described above and decided to contract with Petersen Construction for that work.

To remove grass and weeds on and in existing parking area, install 4 304 limestone over existing stone area. To remove soils to the east, place woven cloth and then 12 304 limestone. Remove existing soils to extend the existing parking area south. Place woven cloth and then 12 304 limestone. Storm sewer work and pad for new addition as described in phase II above for the amount of $53,070. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

Motion by John Eberly seconded by Gene McCune to appoint Gordon Petersen as project manager for the Adam Hall work. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
Motion by John Eberly seconded by Gene McCune to pay a maximum of 10% of the accepted project proposal to Gordon Petersen as project manager on a case by case basis. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
REPORTS:
Eugene T. McCune, Jr. discussed the pipe ditching fee schedule with David Wilmot and they determined the fee should be raised to $100 in order to cover the expense of the time involved. The fee will only be charged if the applicant will be allowed to pipe the ditch.
Motion by Gene McCune seconded by John Eberly to raise the pipe ditching fee to $100. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
Patrick J. Cavanagh met with engineers from the County office and Dave Wilmot to discuss asphalt projects for 2005. The north section of Quinn Road will cost about $190,000 and will take some additional work at a cross pipe. Stafford Road (from Munn Road to Auburn Road) will cost about $166,000 and will need some widening. Edwards Lane will cost about $47,000.
Mr. Cavanagh received a letter about Ohio Government Fleet e-check reporting. Susan Plavcan will be asked to check on the necessity of reporting.
John A. Eberly no report.
Denis D. Squire, Clerk, gave the trustees warrants, purchase orders and blanket certificates to sign. He gave a copy of the current financial to the trustees.
Mr. Squire discussed additional Adam Hall bills with the trustees.
Motion by Gene McCune seconded by Patrick Cavanagh to pay Petersen Construction $10,670 for his invoice #3464 for labor and material to install HVAC ducts in the Main Hall, phase I, of Adam Hall. (Comfort Systems USA), including his 10% project fee. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

Motion by Gene McCune seconded by Patrick Cavanagh to pay Petersen Construction $1197 for his invoice #3470 for project manager fee for electric work phase I in the service entry and to pay him $8041 on his invoice #3478 for the drywall package (Wirtzberger Enterprises, Inc.) to include his project manager fee. PUBLIC COMMENT:
John Reithoffer indicated that his Cebridge Communications franchise fee is being paid to the Burton Township trustees. His home address is 17711 Ravenna Road, with a Burton post office zip code. The trustees will have Susan Plavcan check to be sure that all Auburn residents with a Burton ZIP code are not paying Burton rather than Auburn.

The trustees invited Mark Skowronski of the Chagrin River Land Conservancy into executive session.
