The meeting was called to order at 7:30 p.m. by Chairman John A. Eberly.  All trustees were present.  Mike Troyan led the Pledge of Allegiance.

 

            Motion by Eugene T. McCune, Jr. seconded by Patrick J. Cavanagh to approve the minutes of the regular session of the Board of Trustees of January 31, 2005.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

           

REPORTS:

 

            Dave Wilmot, Road Superintendent, presented his report. They have used approximately 3 tons of cold patch material this year as well as 250 tons of salt and 500 tons of cinders. The County Engineer’s office has about 300 feet of used guardrail they will give us to use along Valley Road by Lake LaDue.  The reconstruction of Taylor May Road between Route 44 and Auburn Road should begin soon. American Diversified is the general contractor.

            Kenston Transportation requested a street light at Crackel and Munn Roads. Dave also requested lighting for Bartholomew and Route 44, and Sterling Glen and Bainbridge Road.

            The recycle area continues to be a problem with residents dropping off trash and appliances continually. The road department spends several hours a week cleaning up the area. They urge residents to please drop off only recyclable items and put them in the recycle bins.

            Truck 15 had the hydraulic control cables replaced and a new salt auger purchased.

            Truck 13 had new right front brakes installed and right rear brakes.

            The 1996 Case loader had the CV joint on the left axle rebuilt.

            We need to look at replacing one of the trucks in the near future and getting a front loader.  Truck 13 has 57,000 miles and Truck 15 has 72,000 miles. With the new roads we are getting, another truck will be needed in the next year or two.

            Truck 16 continues to have transmission problems and has over 60,000 miles.

            The trustees discussed a foundation on Ascot Lane where, apparently, the builder has gone bankrupt. Frank will work with the developer in an attempt to get something done with the foundation.

 

ADAM HALL RE-BID:

 

            Bids were opened for the Adam Hall Community Center Project A with the following results:

            Eugene T. McCune, Jr. attended the Trustees and Clerks convention in Columbus, Ohio. One of the speakers presented a very convincing argument that a smaller government entity is the best and most cost effective government.

 

            Patrick J. Cavanagh - no report.

 

            John A. Eberly also attended the convention in Columbus. It was noted that townships and counties are losing some of their control, as in the case of oil and gas wells, building codes, and septic systems. It was suggested that if township residents do not like this trend, they should contact their state legislators.

            Mr. Eberly also noted that the township office received a thank you call from a Brittany Woods resident for the installation of the streetlight at the corner of Brittany Woods Drive and

E. Washington Street.

 

            Denis D. Squire, Clerk, gave the trustees warrants, purchase orders and blanket certificates to sign.  He gave a copy of the current financial to the trustees.

           

            The trustees discussed township asphalt projects for 2005. If necessary funds are available the trustees want to asphalt Edwards Lane and Quinn Road north of Bartholomew.

 

            Motion by Patrick Cavanagh seconded by Gene McCune to request a Resolution of Convenience and Necessity from the engineer for asphalt work on Edwards Lane and Quinn Road north of Bartholomew Road.  VOTE:  McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            The engineer’s office should have a Resolution to Proceed for the township’s chip seal projects at the Board of Trustees meeting on February 14, 2005.

 

            The trustees and the clerk discussed the proposed township appropriation budget for 2005.

 

            The trustees discussed the Adam Hall project. They will examine the bids for a later decision. They discussed the deduct items that were a part of the re-bid addendum package and they will probably have the selected contractor move the rooftop HVAC units to the side of the building, install the masonry wall around the HVAC units and keep the roof top cupolas.
