The meeting was called to order at 7:30 p.m. by Chairman John A. Eberly. All trustees were present. Sam Sotera led the Pledge of Allegiance.
Motion by Patrick J. Cavanagh seconded by Gene McCune to approve the minutes of the regular session of the Board of Trustees of March 7, 2005. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
REPORTS:
Eugene T. McCune, Jr. reported that Dave Wilmot called both Saturday and Sunday and the road crew went out and plowed. The county and the state were out also.
The trustees discussed purchasing salt this summer for next years winter at hopefully, a lower price than it will be next year.
Patrick J. Cavanagh talked with Bob Vargo at the engineers office in Chardon regarding Hughes Contracting, Inc. (HCI). They were the low bid on the chip seal proposals. HCI did Issue II work for Mantua and Vic spoke highly of the work. Mr. Cavanagh said the letter from the engineers office to HCI asked very good financial questions. There is a $5,000 difference between HCI and the next lowest bid. Mr. Cavanagh feels we should go with the engineers decision.
We should have the Resolution to Proceed with asphalt work by next weeks meeting.
John A. Eberly announced that the Adam Hall Part B project will be advertised March 23 and March 30 in the News Herald by Joni Stusek of the Department of Community & Economic Development. The bids will be opened by the County Commissioners on April 13, 2005 at 2:00 p.m.
Mr. Eberly said that John G. Johnson Construction Co. has had a meeting with their subs and the project is on track. The sewer needs to be hooked up. There was no electric last fall when Auburn Bainbridge Excavating did their work. They will now finish that part.
Denis D. Squire, Clerk, left warrants and a purchase order for signatures and several invoices for discussion. One for clearing, grubbing, and mobilization for work on Taylor May should be faxed to the county engineers per the trustees. The trustees discussed two invoices from Petersen Construction; one for dumpsters and one for gas line installation work.
Motion by Gene McCune seconded by John Eberly to pay an invoice for $600 to Petersen Construction for dumpsters for Adam Hall construction work. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
Motion by Gene McCune seconded by John Eberly to pay an invoice for $1528.84 to Petersen Construction for the furnish and installation of a gas line and temporary heating for Adam Hall construction work. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
The trustees discussed the raise in dues for the Chagrin River Watershed Partners but noted that they want to support their work.
Motion by Gene McCune seconded by John Eberly to pay Chagrin River Watershed Partners $750 for dues for the year. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
Mr. Eberly opened sealed proposals for the furnishing of Asphalt Concrete products and the furnishing and delivery of Aggregate Materials. Eight proposals were received. Susan Plavcan will make a spreadsheet to compare the pricing. Dave Wilmot will be able to accept them all and pick the lowest price for the product.
Motion by Gene McCune seconded by Patrick J. Cavanagh to accept with modifications Zoning Amendment 2004-06 (Oil and Gas Wells and Misc.). VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
PUBLIC COMMENT:
Jack Trethewey noted that there is a lot of tree trimming going on. He saw six trucks on Munn Road. Apparently the Illuminating Company is busy with trimming brush and trees.
Mr. Eberly noted that the trustees received a memo from the Zoning Commission asking about the use of Alternates One and Two. Can they alternate their voting by using one first and then the other or must they always use Alternate One in the absence of one voting member and use Alternate Two in the absence of two voting members? Mr. Eberly will check with the Assistant County Prosecutor to see if it matters. Both the zoning commission and Mr. Eberly checked the ORC and couldnt find any reference.
