The meeting was called to order at 7:30 p.m. by Chairman John A. Eberly.  All trustees were present. Michael Troyan led the Pledge of Allegiance.

 

            Motion by Gene McCune seconded by Patrick J. Cavanagh to approve the minutes of the public hearing of ZC2004-06 of the Board of Trustees of March 14, 2005.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

PUBLIC COMMENT: 

            John Reithoffer asked how Denis Squire is doing. Mr. Cavanagh said that he is back in the hospital with breathing trouble. All our thoughts and prayers are with him.

 

REPORTS:

            Eugene T. McCune, Jr. reported that Dave Wilmot spoke to him about 4 new tires for truck 18. Mr. McCune asked him to get 3 quotes which he did. Copies were given to all trustees.

 

            Motion by Gene McCune seconded by Patrick J. Cavanagh to approve the purchase of four new truck tires from Ravenna Tire Service for a total of $893.36.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

           

            Mr. McCune wished happy birthday wishes to both John Eberly and Jack Trethewey.

 

            Patrick J. Cavanagh – had no report. 

 

            John A. Eberly reported that he talked to Mike Weber of John G. Johnson Construction Co. The footers are dug and poured for the new addition of Adam Hall. A.C.T., the soil testing company, reported 4000 lbs. per sq. in. even with the wet conditions due to snow melt. Mike Weber was pleased with the compaction and was impressed with the drainage system that was installed under Petersen Construction’s direction. Mr.  Eberly also talked to Lew Tomsic of Auburn Bainbridge Excavating, who will hook up the septic system.  The drywall and the ceiling look good. The heater is running. There are two broken windows, however. One has a small hairline crack.

 

            Denis D. Squire, Clerk, left warrants for signatures. Susan Plavcan reported that we were funded $1300 for the scrap tire grant for the upcoming season. The trustees discussed the grant.

            The next Geauga County Quarterly Township Dinner meeting will be held on April 13, 2005 at Pineview Lake in Munson Township. The speaker will be Sheriff Daniel McClelland.

            A letter was received from Chagrin River Watershed Partners requesting a designated trustee and alternate trustee for the board.

 

            Motion by Gene McCune seconded by Patrick J. Cavanagh that John Eberly serve as designated trustee and Patrick Cavanagh serve as alternate trustee for the Board of Chagrin River Watershed Partners.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

           

            The trustees discussed our road salt supply and that the contract we have now with North American Salt Co. is not a year contract but a nine month contract which runs to March 31, 2005. Buying salt at this year’s price should save money for next year.

 

            Motion by Gene McCune seconded by Patrick Cavanagh to authorize Dave Wilmot to buy up to 1,000 tons of salt to be stored in our storage shed for next winter.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

 2005 CHIP SEAL ROAD WORK:

           

            The Engineer’s office sent a letter recommending that we award the chip seal road work to Ronyak Bros. for the price of $201,310.00.  Hughes Contracting Inc. was lower at $195,642.10 but their bid bond was not in the form required by the specifications or the Ohio Revised Code and therefore the proposal was insufficient. The Engineer’s office contacted John Tremsyn, the Assistant Prosecuting Attorney for Auburn Township, for advice. Mr. Tremsyn explained that the incorrect bid guaranty was not an informality he would recommend the Board of Trustees waive.

 

            Motion by Gene McCune seconded by Patrick Cavanagh to accept the bid of Ronyak Bros. Paving Company for the chip seal of various Auburn Township roads.

            The trustees asked if there was further discussion.

            Ms. Edith Luli of Hughes Contracting Inc. was present and she said both of her bonding companies would provide whatever bond the county required. She was displeased with the bidding procedure and feels penalized for not having information available to her that used to be included in the bid package. The trustees responded that the Board follows the engineer’s recommendation in general and the advice of the Prosecutor’s office. While we would prefer to save $6,000 to use for more road work by accepting her bid, we will follow the advice we were given. The trustees appreciate her effort and encourage her to come back and bid another project.

            The trustees discussed 2005 asphalt road work. Bids for two roads, a section of Quinn Road and Edward Lane, will be opened on April 18, 2005 at 7:45 pm. The estimate for Quinn Road is $215,000 and $50,000 for Edward Lane.

 

            Motion by Patrick J. Cavanagh seconded by John A. Eberly to proceed with the Resolution to Order the Cement Stabilization and Asphalt Repaving of a portion of Quinn Road.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

           

            Motion by Patrick J. Cavanagh seconded by John A. Eberly to proceed with the Resolution to Order the Asphalt Resurfacing of Edward Lane.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

           

PUBLIC COMMENT:

            Jack Trethewey noted that the wood chips mentioned earlier in the month in the ditches on Taylor May are still there. The trustees said that they have talked to Dave Wilmot about them. He checked and felt that they were not impeding the water flow. 

 

            Mr. Eberly discussed the 12 acre parcel that we bought from Al Padegimas as part of the Adam Hall package. The 12 acres are south of the 422 freeway and back up to Champlain Trail. The trustees feel it is time to put the 12 acres up for sale. They looked for alternate use but the land is landlocked with the freeway and a subdivision. The property will make 2 or 3 good private lots for homes and will be best used that way.

 

            Motion by Gene McCune seconded by Patrick Cavanagh to offer the 12 acres for sale. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            Motion by Gene McCune seconded by John A. Eberly to have John Reithoffer handle the sale of the 12 acres of property. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            A legal description of the property with a map will be needed. The trustees will handle getting that done.

 

            Therewill be a traffic light installed before the end of the year at the corner of Washington and Auburn Road.
