The meeting was called to order at 7:30 p.m. by Chairman John A. Eberly. All trustees were present. Mrs. Brockway led the Pledge of Allegiance.
Motion by Patrick J. Cavanagh seconded by Eugene T. McCune, Jr. to approve the minutes of the regular session of the Board of Trustees of March 28, 2005. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
Debbie Blair, Banking Office Manager of Huntington National Bank, Bainbridge branch, brought signature cards for the Trustees and Clerk to sign.

Mr. Kitko discussed the importance of at least one trustee attending a Planning Commission meeting scheduled to include attorney John Tremsyn to discuss the proposed subdivision of Fireside Estates. There was a discussion of the situation and the implications such as delay in emergency response, snowplowing and maintenance issues, etc. Attorney Todd Petersen representing the developer has filed for a variance.
PUBLIC COMMENT: Mr. Reithoffer asked who forced Lucky Bell to become a through street. Frank Kitko responded that the county required that action. This case with Fireside Estates is asking for a variance to that requirement.
Dave Wilmot, Road Superintendent, presented the following report:
This past winter was exceptionally hard on our roads. The department is patching with cold patch and 617 limestone. American Diversified has finished tree removal and road culvert replacement on Taylor May Road. Ditch reconstruction and widening will start next.
The County highway department has 20 12.5 sections of used guardrail that we will pick up this week. Simpson Fence is ready to install it. We need to buy posts.
The salt bin is filled with about 600 tons of salt and 200 tons of cinders.
They would like to have Joy Burkholder back as summer help.
A dumpster has been ordered for Road Side Clean-Up on April 30, 2005 and garbage bags, vests and visors were delivered from Geauga Trumbull Solid Waste Management for helpers.
Cinder pickup will commence the week of April 11.
A new steer tire was installed on the grader and the motor and transmission oils and filters were serviced. A new solenoid was installed.
The transmission was serviced on truck 16. Four tires were ordered for the rear of truck 18. The roller and other asphalt equipment is serviced and ready for work.
No funerals yet this year. There are a few footers to be installed before Memorial Day. There are some snow plow damages to be fixed.
The road department expresses its deepest regrets to the family of Denis Squire. We worked with Denis the last 8 years. He was a really great guy and will be deeply missed. Motion by John A. Eberly seconded by Patrick Cavanagh to authorize Dave Wilmot to execute the guard rail contract for Valley Road. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
Mr. McCune received a call from a resident about Stafford Road getting beaten up by tree trimming trucks doing work in Troy Township.
There was a discussion about having Joy Burkholder return this summer to assist the road department. She was a great asset last year.

Motion by Eugene T. McCune, Jr. seconded by Patrick J. Cavanagh to increase Joy Burkholders pay rate to $8.50 per hour. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
Susan Plavcan was asked to notify the Cub, Boy and Girl Scouts about our April 30th Roadside Clean-up Day.
Mr. Jeff Renner, President of the Auburn Volunteer Fire Department, will drop off a report of calls as soon as it is completed. They did order the squad on March 28, 2005 at $155,733.63. It will be ready in 210 to 270 days from receipt of the contract. This will replace the Horton 51. All their grant money has been allocated and spent. They will be applying for more grants to replace cots in two squads and a Homeland Security grant for air packs. If received that will free up money from the budget. They have accurate projected costs which have been honed over the past 3 to 4 years. They budgeted for the squad four years ago and have been able to order it on schedule.

Mr. Frank Kitko expressed appreciation for the fire departments professionalism and help in his time of need. He said they are a first class operation.
Eugene T. McCune, Jr. commented on the very large turn out for Denis Squires funeral.
West Woods will be the site for Taste of Geauga which is a fund raiser for Leadership Geauga. Gene was in the first charter class of 1996 and noted that it is a great organization, very educational.
A franchise fee check for $16,430.71 was received from Cebridge Connections for 2004.
Motion by Eugene T. McCune, Jr. seconded by John Eberly to transfer the $16,430.71 franchise fee from Cebridge Connections to the Land Acquisition fund. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

John A. Eberly discussed Adam Hall. The plumbing is in, the site is drying out. We need to decide on interior wood trim. The trustees chose poplar wood. Dave will be asked to get prices on removing as few as possible pine trees at the back of the building. The trees are 5 to 10 feet away on the south and east sides and should be about 20 feet away to prevent future trouble.
The trustees discussed adding two chip seal jobs one on Stafford east of Rt. 44 and Bartholomew Road. Dave will check with the contractor to get some pricing. The drive at the road garage needs chip sealed. Dave was asked to get two quotes. That work would not be part of the chip seal contract.
Susan Plavcan, Clerk, had purchase orders and warrants for signatures. The trustees signed a $160,000 bond for the clerk. The trustees and clerk signed a Star Ohio signature card. Susan Plavcan requested permission to attend UAN training classes in Columbus at the Auditor of States office.
Motion by Patrick J. Cavanagh seconded by Gene McCune to authorize Ms. Plavcan to attend UAN payroll and accounting training in Columbus, OH April 7-8, 2005. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.
Bids for the ADA bathrooms and parking for Adam Hall will be opened on Wednesday, April 13 at the office of the Geauga County Commissioners.
The trustees discussed the Geauga County Community Impact Citizens Convention to be held May 14, 2005. There were no volunteers to attend.
The OPWC District 7 pre-application for Issue II projects was discussed. We will apply for a joint project with Troy Township to resurface Shaw Road. Gene McCune will contact Enos Detweiler to confirm the plan. A second choice would be Derbyshire or Bartholomew Road.
The trustees will all three be attending a planning commission meeting on Wednesday morning so they will not adjourn this meeting.
