The meeting was called to order at 7:30 p.m. by Chairman John A. Eberly.  All trustees were present. Mr. Mike Troyan led the Pledge of Allegiance.

 

            Motion by Patrick J. Cavanagh seconded by Eugene T. McCune, Jr. to approve the minutes as corrected of the regular session of the Board of Trustees of May 2, 2005.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

PUBLIC COMMENT:

            The following May Court residents were present: Joe Lukes, Michael and Lorraine Embrescia, Pat Bochik, Kris Treu, Dana Crawford, Lee Trem, Kimberly Trem, David Bereck, Robert Noble and Susan Bereck.  The residents were present to discuss developer Kevin Finnerty’s preliminary plans to adjoin or abut a new road to May Court. Kevin Finnerty has purchased the property to the east of May Court. The residents were not apprised of a street to be added off May Court when they purchased their property.  It was never in the plans and in fact, people paid a premium to be on a cul-de-sac when they bought land. They believe it should have been reflected on the original plans before they purchased property. They want to be kept abreast of all happenings in this matter. The trustees stated that any plans would only be approved if they follow township zoning, and pass the Planning Commission’s reviews in Chardon.

 

REPORTS:

            Eugene T. McCune, Jr. reported on the first Memorial Day strategy meeting. Plans are going forward. The date is Saturday, May 29th commencing at 9 a.m. at the old Auburn School at Washington and Auburn Roads. The Boy Scouts, Cub Scouts and Girl Scouts all want to participate.  A guest speaker is not finalized as yet. The Kenston High School Pep Band will attend. The sheriff has been contacted for traffic control

            We have been notified that $3,231.92 will be collected in inheritance tax from the estate of Evelyn Lucas.

 

            Motion by Gene McCune seconded by John Eberly to transfer $3,231.92 to the Land Acquisition Fund from the General Fund when it is received. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            The Ohio Department of Natural Resources notified us of an application they received for a permit to drill an oil/gas well in Auburn on Munn Road.

 

             Patrick J. Cavanagh had no report.

 

            John A. Eberly noted that the May 7 Roadside Clean-Up Day was a success. There were approximately 22 boy scouts, cub scouts and parents and approximately 3 hot dogs eaten per person!

 

            The trustees discussed the buy out of Adelphia Cable by Time Warner and how the cost of running cable in a rural area is very expensive. It is doubtful if more will be added in our area.

           

            The trustees discussed Sanctuary Drive and Golden Pond Drive which are newly completed subdivision roads in Auburn Township off Crackel Road. We have been requested to install stop signs on the roads and they have been recorded so one year from now, the township will become responsible for the upkeep. Our responsibility now is the signs and snowplowing.

 

            The Adam Hall Community Center project is moving along very well. John G. Johnson Construction Co. should be done in about four weeks. They will be painting inside and staining trim. Phase B, the ADA approved bathrooms, was awarded to Tenant Construction. A packet was received from Tenant with bathroom fixture specs. The packet will be delivered to architect Timothy Olland for his sign-off and color selection.

 

            The trustees will call Dash Tree Service to follow up on tree removal at the site. Gordon Petersen will come in to finish the drainage work in the parking lot once John G. Johnson Construction is complete.

 

            There have been a lot of requests for using the facility but the trustees said it will be the end of the year before we can start using it.   

 

Motion by Gene McCune seconded by John Eberly to pay an invoice received from Gedeon, Frederick & Company in the amount of $1,150.00 for the balance of the site electrical work for Adam Hall from the Land Acquisition Fund. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            The trustees discussed the contract received from Gillmore Security for the Town Hall and they noted that it states notification to cancel coverage must be made in writing and will taken 30 days.

 

            Motion by Gene McCune seconded by John Eberly to sign the Gillmore Security contract for the Town Hall. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            The township received $697.85 from the Christmas Tree Recycling Grant.

 

            Motion by John Eberly seconded by Gene McCune to put the $697.85 Christmas Tree Grant money into the General Fund contingencies account. VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            Susan Plavcan, Clerk, had purchase orders and warrants for signatures.

 

            The township’s OTARMA anniversary is approaching and we need to reexamine our property values, equipment, etc. The trustees asked the clerk to see if an OTARMA rep will come to evaluate Adam Hall. Also she is to check on deductible options.

 

            The trustees discussed an expiring road levy and the options available. Mrs. Brockway said that a lot of people didn’t know about our last road levy which did not pass. Suggestions were to get the word out better. The trustees said that a road levy doesn’t inspire much newspaper publicity. But Mr. Trethewey suggested a flyer to residents and/or putting out signs.  At the rate we are adding new roads, Mr. Eberly said the time is approaching for an additional road person and truck. A snowplow pass takes 5 to 6 hours per man now.  A decision will have to be made between now and mid-August on the road levy. Mr. McCune said we are facing a real problem with the number of subdivisions we have that will soon need repaved. Cement stabilization is a must in the future.

 

PUBLIC COMMENT:

            Willis Brown asked if prices had been set yet for rental of Adam Hall. The trustees said we are some months away from that decision. Rules, regulations, clean up, etc. will have to be decided upon.  Mr. Eberly discussed some additional work that may be done at Adam Hall. John G. Johnson Construction will provide a quote for adding outer doors as a wind break along the eastern side.

 

            Mr. Kitko asked the clerk to write a letter to the Ohio Department of Natural Resources in response to their letter notifying us of the Munn Road gas/oil well. They will only notify us if we request notification.

 

            Motion by Gene McCune seconded by Patrick Cavanagh to enter Executive Session at 8:55 p.m. to discuss a personnel matter.  Jane Hardy, Frank Kitko, the three trustees and the clerk were present.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes.  The motion passed.
