The meeting was called to order at 7:30 p.m. by Chairman John A. Eberly.  All trustees were present. David Wilmot led the Pledge of Allegiance.

 

            Motion by Eugene T. McCune, Jr. seconded by Patrick J. Cavanagh to approve the minutes of the regular session of the Board of Trustees of July 18, 2005.  VOTE: McCune, yes; Cavanagh, yes; Eberly, abstain. The motion passed.

 

REPORTS:

            Dave Wilmot, Road Superintendent, reported that water is running into Willis Brown’s brother’s barn on the newly re-engineered and repaved section of Taylor May Road. The trustees discussed the issue. The county did not specify catch basins on the ditch they enclosed on Mr. Brown’s property.  Dave will meet with the county again as soon as possible to discuss the best way to rectify the matter and report to the trustees.

            Ronyak Paving has completed work on Taylor May and the asphalt looks good.  Shelly & Sands finished the asphalt job on Quinn Road and did a really good job.

            The road department has been busy with crack seal. Carriage Hill, Wingate, Bridgecreek, Longview, Widgeon and Wood Acre are done. Auburn Lakes is in process. Traffic has been heavy, the weather hot, and with vacations there are only 3 people to work. They would like to purchase another 3 to 4 drums of material (55-gallons each) at around $275 each. They have used 5 drums to date.

            Dave thanks Ron Duval for helping cut up a tree that recently fell across Valley Road.

            Roadside mowing and brush cutting continues.

            We should stock approximately 1000 tons of cinders for ice control before winter. There are none in stock. We should also bid on road salt. We have about 700 tons in stock. We have used approximately 1000 tons each year over the last three years.

            We had the final inspection on Frostwood and they are paving the new subdivision off Route 44 now. A walk through is due for Moreland subdivision and the Gottschalk Industrial Parkway. These roads will need to be plowed this winter.

            Joy Burkholder’s last day is August 17, 2005. She has been a huge help.

            All equipment is working. Auto Lab has been doing a great job fixing and helping maintain the trucks.

            No funerals last month. Loretta gave Dave a list of 4 or 5 footers which will be done. Dave installed the Duffy footer in the last week.

           

            The trustees decided we should send out bids for the road salt now and open them at the first meeting in September.

 

            A fax from a resident on Shadow Wood Circle was received which reported that a portion of Lucky Bell Lane is in need of road repair. Dave is aware of the needed repairs and will do crack seal work.

            Mr. Kitko noted that a few issues will be requiring the Board of Zoning Appeals and the Prosecutor’s office. One is a child’s co-op operating without a permit. There are issues that need to be resolved involving the health department and the fire department which found 4 violations that need to be remedied. The co-op is a conditional use and requires a variance. Mr. Kitko said two inquiries have been made regarding the Corners area in addition to Mr. Ciciretto but no permits have been applied for. Mr. Kitko has talked to Kevin Finnerty about his property on Messenger and Mr. Finnerty has said he will take care of the issues.

 

            Dan McClelland of the Geauga County Sheriff’s office forwarded a report to the trustees of calls addressed by their office in Auburn Township for June, 2005.     

 

            Eugene T. McCune, Jr. addressed a letter he received from ODOT notifying the trustees of a pre-construction conference to be held to discuss preventative maintenance on SR422 in Auburn and Bainbridge. He asked the clerk to let the fire department know about the meeting.

 

            Patrick J. Cavanagh brought up the Ohio Co-op membership which costs $110 annually and believes that membership could be used to purchase a refrigerator and/or freezer for Adam Hall as well as paper products that will be necessary.

 

            John A. Eberly is just returned from a trip to London, England and reports that they have speed humps there and they are not a good idea. He said it does not slow traffic and they cause a lot of noise.

            He and the other trustees performed an Adam Hall walk through with the architect and builder and created a “punch list”. Mike Weber said that many of the items on the list  are already being addressed.

            Mr. Eberly asked the clerk to cut a $10 check to the Health Department for the second water testing at Adam Hall. John G. Johnson Construction is handling the preparation for the test.  The trustees discussed ceramic tile for the vestibule area in lieu of vinyl tile

 

            Motion by Eugene T. McCune, Jr. seconded by John A. Eberly to accept the quote of John G. Johnson Construction Company to remove thresholds, furnish and install quarry tile, and furnish and install new thresholds for $2,041.00 for the Adam Hall vestibule.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            Mr. Eberly talked to Anthony Messina of Tenant Construction Company about Messina moving a pile of dirt. We released 50% of the payment to them leaving us with $15,000 left to pay. They are to extend the sidewalk in the handicapped area. Kennington Electric is to move two light poles in the parking lot. The clerk received the keys to the HVAC fence from Johnson Construction. Mr. Eberly reports the parking lot is firming up very well and the gutters held up well and did their job in the last heavy rain.

            Everyone reports a lot of calls from residents expressing interest in using the new facility. We have to decide some issues including how the building will be maintained, secured, furnished, etc.

 

            Susan Plavcan, Clerk, presented warrants and purchase orders for signatures and a copy of the township financials. She showed the trustees a sewer bill from the Department of Water Resources for Adam Hall. They advised her to call the department about the bill since we are not yet using the building.  The clerk and trustees discussed a letter from the Geauga County Engineer’s office asking if the township wants an emergency pre-emption system at an estimated

cost of $4,000 installed on the new signal planned for the Washington and Auburn Road intersection. The clerk is to fax a copy of the letter to the fire department to determine their interest in the option.

 

            The clerk and trustees discussed the OTARMA invoice. Since we have not yet received the new appraisal on Adam Hall, John Eberly signed the Commitment to Continue Membership which will be faxed to OTARMA and the clerk will follow up on the new appraisal.

 

            Motion by Eugene T. McCune, Jr. seconded by Patrick Cavanagh to sign the Commitment to Continue Membership in OTARMA while waiting for more information from them. Our anniversary date is August 1st.   VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            The trustees discussed a request from the Chagrin River Watershed Partners, Inc. for our support in their efforts to obtain funding for watershed planning partnerships.

 

            Motion by Patrick Cavanagh seconded by Gene McCune to sign a Resolution supporting the proposal by the Chagrin River Watershed Partners, Inc. to develop the Chagrin River Watershed Balanced Growth Plan in cooperation with the Ohio Lake Erie Commission’s Balanced Growth Program.   VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            The trustees signed a cemetery deed and the cemetery deed book for Loretta Seashols, sexton.

 

            The trustees discussed the proposed zoning amendment ZC2005-01 (Riparian Setback Map, Exhibit “E”).

 

            Motion by Patrick Cavanagh seconded by Gene McCune to adopt the zoning amendment ZC2005-01, Riparian Setback Map, Exhibit “E”, as presented.  VOTE: McCune, yes; Cavanagh, yes; Eberly, yes. The motion passed.

 

            The trustees and the clerk signed and dated  the Riparian Maps.

 

            The trustees reviewed three subdivision plats received from the Geauga County Planning Commission. They are Fireside Estates, preliminary plat (revised), with 4 proposed homes; LaDue Trails subdivision, final plat with 25 homes proposed; and Moreland Subdivision Phase 2, final plat, with 47 proposed home sites.
