PUBLIC HEARING
January 16, 2006
The public hearing for ZC2005-03 was convened at 7:15 p.m. by Chairman John A. Eberly. All trustees were present. Zoning Resolution Amendment ZC2005-03 was initiated by the Auburn Township Zoning Commission on November 16, 2005. It was submitted to the Board of Trustees along with the recommendation of the Geauga County Planning Commission on December 19, 2005.
John Eberly read the proposed amendment:
Minimum Lot Width: The minimum width of a lot shall be specified in Schedule 4.03(k); provided, however, that for any lot located on a permanent cul-de-sac road turnaround the minimum lot frontage may be 60 feet measured at the right-of-way margin. Such cul-de-sac lots shall have a minimum lot width at the minimum front building setback line of 200 feet, and an average mean width of not less than 200 feet in the R-1 District and a minimum lot width at the minimum front building setback line of 175 feet and an average mean width of not less than 175 feet in the R-2 District.
1. For the purpose of this section, the “average mean width” of a lot shall be the area of the lot divided by the lot “mean depth”. The “mean depth” of a lot shall be the length of a straight line extending from the midpoint of the front line of the lot to the midpoint of the lot rear line.
2. The depth of a lot shall not exceed three times the lot average mean width unless the lot average mean width exceeds 300 feet.
3. Appendix F demonstrates two (2) non-conforming lots and one (1) conforming lot. (This item number 3 is added by the trustees based on their discussions during this public hearing.)
Mr. Renner from the fire department was present and he discussed the reasons why long, narrow driveways present a safety hazard as is may not be possible to bring fire equipment and rescue squads in and out. Don Simpson, Zoning Commission Chairman, and Mike Henry, who drafted the formula, were present. Mr. Henry presented a schematic on the projector that helps to clarify the proposed amendment. The trustees recommend adding the schematic as part of the amendment. It will be called Appendix F and will be referenced as number 3. to the amendment. (See bold, item 3. above.)
Mr. John Reithoffer asked what the definition of a “flag lot” is. The trustees discussed this. The trustees said this amendment is a good answer from the Zoning Commission to a problem and will cover a lot of situations.
Motion by Patrick J. Cavanagh seconded by Michael S. Troyan to close the public hearing. VOTE: Troyan, yes; Cavanagh, yes; Eberly, yes. The motion passed. The public hearing was closed.
