Mayor Fischbach called the meeting to order at 7:00PM

Visitors: Robert Michalski, Edna Davis, Chip Hess, Dennis Nichols, Kelley Parton, Mr. and Mrs. Michalski, Linda McKinnon, Melissa Danz, Richard Smigelski, Angela Paszt, Mr. Parton,  Jack Garner

 

The Mayor conducted ceremonies to promote Officer Parton to sergeant including administering the oath and presentation of a badge and certificate.  The Mayor conducted ceremonies to promote Officer Michalski to Lieutenant including administering the oath and presentation of a badge and certificate.

 

The Mayor also presented proclamations to Linda McKinnon and Sue Derrow to honor them for the work and dedication they have shown as crossing guards for the Village of Burton.

 

Police Report: Chief Nichols

Chief Nichols reported that 3687 miles were put on the cruisers last month.  There was 5 arrests, 20 assists to the Sheriff, 36 traffic stops, and 92 activity calls. 

 

Engineers Report: Hess and Associates

Mr. Hess reported that the Evergreen street revised bid was ready for review and in the hands of Mr. Hernandez.  The projected cost for the project is $136,000.00.  Mr. Hernandez thanked Mr. Hess and said he would review the bid with Lynn Rose and the Mayor.  Council discussed some options for lowering the cost and flexibility of the bid package.

 

Solicitors Report: Thrasher, Dinsmore, and Dolan

Mr. Ondrey was not present to report.

 

Ordinances and Resolutions:

Sandy Humbert placed Ordinance 2109-05, changing section 302 of the Water and Sewer Policy and Procedures by increasing the sewer tap in rates, onto second reading.

 

Fiscal Officers Report: C. Paquette

Mr. Paquette asked for a motion to approve bills for payment.  Mr. Thoreson questioned the expenses associated with communications for the Village and asked that Mr. Paquette investigate ways to reduce the cost.  Mrs. Beaumier moved to pay approved bills.  Mr. Thoreson seconded the motion.  By voice vote all approved.

Committee Reports;

 

Streets; Joe Hernandez

Mr. Hernandez suggested April 23rd for Spring Clean up, the week of April 27th/28th for spring brush pick up and the first week in May for street sweeping.  Mr. Hernandez reported that Mr. Rose is surveying the Village for curbs damaged this winter.  The new leaf vac will arrive in early spring.  Mr. Rose is developing plans for the new pole barn garage.

 

Finance; Jeff Coleman

Nothing to Report.  The Mayor asked Mr. Paquette about the State Auditors meeting this week.  Mr. Paquette reported that the Audit of the 2002, 2003 and 2004 accounts would take place this summer.

 

Parks and Trees; Sandy Humbert

Nothing to Report.

 

Board of Public Affairs; Judy Beaumier

Mrs. Beaumier reiterated BPA’s request for help covering any costs related to removing the cellular antennas from the water tower due to painting.

Mrs. Beaumier also brought up the question of establishing an annexation policy for the Village.  A discussion ensued.  The Mayor suggested that BPA be invited to attend the 11 April meeting of the Council.

Mrs. Beaumier thanked the Street Department for its efforts at snow removal this season.

Mrs. Beaumier reminded Council of the reception at Century Village May 14th prior to the opening of the World War II poster exhibit.

 

Local Government; Dianne Lillibridge

Mrs. Lillibridge commented on the activities of the Berkshire Planning Commission including the fact that they had contacted the Cleveland Foundation requesting help with the GAP analysis.  The next meeting will be held on April 21st in Troy.

 

Schools and Fire Department – Dan Thoreson

Nothing to Report.

 

Old Business

Mr. Coleman brought up the issue of parking restrictions on Hickox Street. Mr. Coleman felt that the signs ought to be taken down until an ordinance prescribing their placement was enacted by Council.  The Mayor stated that he had acted in the public safety to restrict parking.  A discussion ensued.  The Mayor asked for a consensus from Council on whether to remove the signs at this time or not.  Although he did not feel a motion was necessary or required, Mr. Coleman moved to have the no parking signs taken down until such a time as formal legislation had been enacted by Council to determine the need of such restrictions.  Sandy Humbert seconded the motion.  Roll Call: Jeff Coleman – Yes, Sandy Humbert – Yes, Dianne Lillibridge – No, Dan Thoreson – Yes, Judy Beaumier – Yes, Joe Hernandez – No.

The signs will be taken down effective tomorrow.
