Mayor Fischbach called the meeting to order at 7:00PM

Police Report: Officer Smigelski

Chief Nichols is not available, Officer Smigelski reporting.  Officer Smigelski reported that 4519 miles were put on the cruisers last month.  There were 7 arrests, 56 traffic stops, and 127 activity calls.  The mounted unit with Officer Paszt was out for 15 hours during the Arts, Antiques and Autumn Festival in September.  Ms. Humbert asked if the mounted unit was available for the Country Hearth Christmas. Officer Smigelski will pass the request to Chief Nichols.

Officer Smigelski reported that five to six officers would be on patrol an hour before to an hour after Halloween in the Village.  The officers will be a mix of mounted, foot patrol and all three vehicles.

 

Mr. Thoreson arrived at 7:05 PM.

 

Engineers Report: Hess and Associates

Ronyak Bros. completed paving around the catch basins on Evergreen and the street is complete.

 

Solicitors Report: Thrasher, Dinsmore, and Dolan

Nothing to report.

 

Ordinances and Resolutions:

Joe Hernandez placed Ordinance 2118-05, authorizing an easement agreement with Century Village, on second reading.

 

Sandy Humbert introduced Ordinance 2119-05 accepting the Arch Insurance Company Property and Liability Insurance contract and authorizing the Mayor and Fiscal Officer to enter into an agreement with Pease Kerr Canfield as agent.

Ms Humbert moved to waive readings.  Judy Beaumier seconded the motion.  Roll Call: Sandy Humbert – Yes, Judy Beaumier – Yes, Dianne Lillibridge – Yes, Dan Thoreson – Yes, Jeff Coleman – Yes, Joe Hernandez – Yes.

Sandy Humbert moved to adopt Ordinance 2119-05 and Judy Beaumier seconded the motion.  Roll Call: Sandy Humbert – Yes, Judy Beaumier – Yes, Dianne Lillibridge – Yes, Dan Thoreson – Yes, Jeff Coleman – Yes, Joe Hernandez – Yes.

 

Jeff Coleman introduced Ordinance 2120-05, to require the Village Council bid out for independent engineering services.  Placed on first reading.

 

Dan Thoreson introduced Ordinance 2121-05, authorizing the Mayor to enter into settlement agreement with Burton Developers. Placed on first reading.  Mr. Thoreson moved to waive readings.  As there was no second, motion did not carry.

 

Sandy Humbert moved to approve bills for payment.  Joe Hernandez seconded the motion.  By voice vote all approved.

 

Judy Beaumier moved to adopt September 19 Council minutes as written.  Dianne Lillibridge seconded the motion.  By voice vote all approved.

 

Judy Beaumier moved to adopt October 11 Committee minutes as written. Sandy Humbert seconded the motion.  By voice vote all approved.

Streets; Joe Hernandez

Evergreen Street complete as reported. Leaf pickup is coming up.

Parks and Trees; Sandy Humbert

Imperial Tree service will be coming back to finish trimming the trees when the bees have settled down more.  Ms. Humbert urged citizens to contact her with tree problems.

 

Board of Public Affairs; Judy Beaumier

Local Government; Dianne Lillibridge

The location of the Berkshire Planning Commission Candidates night is changed to the Bond Building.  Date is 20 October at 7:00PM.

Old Business

Mrs. Beaumier questioned the Mayor regarding the Fire Department and the Old High School building.  The Mayor stated that he had met with Chief Sestak and that the Chief was willing to work with the Village to find a way to salvage the building if possible.
