Meeting called to order by Mayor Fischbach at 6:30 PM

The Mayor recognized visitors.
Mr. Garner asked the Village Council to please watch how they spent money. Mr. Garner questioned the use of $12,000 or $7500 for playground equipment. Ms. Humbert responded that the Council donated the money for the preschool playground equipment, freeing up money collected by the Parents group to fund the older kids play equipment. Mr. Garner felt that Council did not take enough time to discuss the amount being given. Mr. Coleman disagreed, as did Mrs. Lillibridge. Mrs. Beaumier added that she felt there was adequate discussion.
The Mayor recognized Patti Cook, local representative of the Buckeye Trail association. Mrs. Cook asked permission from the Council to use the service road easement, owned by the Village along South Cheshire, for the Buckeye trail as is runs through the Village. Mrs. Cook noted that it would only be foot traffic and would not need to be changed other than some blue trail blazes to mark the trail. Mr. Hicks commented that there would be no increased liability for the Village if they allowed the trail to be used. Council was overall in favor but will wait until the next full Council meeting to formalize their decision.
The Mayor opened the public hearing to discuss the Ordinance proposed to regulate adult and sexually orientated businesses. No comment from the public. Mr. Coleman asked for a clarification of areas. The areas approved for this type of business are M-2 industrial, with the condition that the business is at least 800 feet from any school.

Fire Department Report;
Not present to report.
Zoning Inspector: Joe Hernandez
Mr. Hernandez reported that the issue of the pool and fence on Seco Blvd is being handled. 12 zoning permits have been issued. Police have removed some junk cares in the area.
Mary Lambert has contacted Mr. Hernandez and wants to reconfigure her lots on Colony Lane to build houses. She has also contacted Mr. Koster and the Mayor. Mrs. Squire reported that at least one person on West Center has been approached by Mrs. Lambert to change the zoning on their home from residential to commercial.
Ms. Humbert asked Mr. Hernandez to look into a possible problem between Preston Motors and a Spring Street resident.
Committees:
Local Government and BPA; Dianne Lillibridge
Mrs. Lillibridge recounted the meeting she attended with the Mayor last Wednesday to discuss a joint town/village hall with the Township trustees. Opposition by citizens interested in preserving the Veterans Memorial Forest led to a decision to drop the issue.
The Township wants to add two or three bays to the Township garage.
Mrs. Lillibridge looked into purchasing the Battles building for a Village Hall. The asking price remains $350,000. The basement in the building has been repaired and the parking lot behind the building was purchased from the school. Mrs. Lillibridge has also asked the O’Reilly’s about their offer to build and then lease a building to the Village. The O’Reilly’s have not gotten back with her.
The Mayor and Council discussed at length the potential of the Battles property. The Mayor encouraged all Council to go in the building and look around again. The Mayor directed the Fiscal Officer to investigate potential costs of maintenance.
Parks and Forestry and Cemetery; Sandy Humbert
Ms. Humbert deferred to Mrs. Kimpton for a Cemetery report. Nothing to Report.
Ms. Humbert announced that Saturday is Arbor Day. The event starts at 11 AM. Mr. Coleman will stand in for the Mayor. So far this year, the Street Department has planted 14 trees for the Village.
Streets; James Koster
Mr. Koster reported that Spring Clean Up went off very well. Brush Pick up was also completed without a problem. Riley Sweeping will be in to sweep the streets on Thursday. Ms. Humbert relayed her thanks to the Street Department for planting the trees and laying the paving bricks.
Finance; Jeff Coleman
Mr. Coleman read sections of the Audit Review Committee report to the Council. The Audit Committee noted that the State Audit had found several inadequacies and most have been taken care of. The Mayor needs to sign the minutes. A Personnel Manual needs to be promulgated.
Fire Department and Arts Antiques and autumn; Judy Beaumier
Mrs. Beaumier will attend the Fire Department meeting scheduled for next week.
Historic Review Board/Grants; Sharon Gingerich
Nothing to Report.
Mayor’s Report;
Mrs. Lambert has talked to the Mayor and he directed her to contact the Planning Commission and the Zoning Inspector.
Personnel Manual is expected to be complete in June.
The Mayor will be attending the next BPA meeting to participate in the process of picking an employee for position of Assistant Operator. It is the position of the Mayor that the new employee will be working with the Street Department part time.
The Mayor received a concession from Orwell Gas to go through the Park. Orwell will provide the Village with $6,000. The Mayor suggested that we earmark this money for the Park.
The Mayor will ready the necessary proclamations for the state champion wrestlers from Berkshire in two weeks.
Reminded all Council members of the joint meeting between Council and Burton Township trustees on May 10th at the Burton Township Hall at 7:00PM.
Old Business;
Mrs. Beaumier started a discussion concerning a bed tax within the Village. It was brought to light that more than one boarding house is operating within the Village. Mr. Koster and Mr. Paquette thought that conditional use permits would need to be in effect. Mr. Koster recommended using the internet to determine when things were done.
New Business;
The Ladies Auxiliary of Legion is having a scholarship flower sale on Saturday.
