Meeting called to order by Mrs. Judy Beaumier, President of Council at 6:30 PM. Mayor Fischbach is on vacation.

Council President recognized visitors. All present at the time responded that they were just observing.
Fire Department: Chief Mike Sestak
For the period July 10 to August 14, there were a total of 17 EMS calls broken down as 13 calls to residents, 2 calls to Burton Health Care and 4 calls to nonresidents. A total of 377 calls this year. The Department Craft and Clutter Sale on July 29 went very well. The Department assisted Lake County units in responding to the severe flooding on July 28. On July 31, the Department assisted Chardon Fire Department with removal of approximately 50 patients from Chardon Health Care during the power outage due to high temperatures. Mr. Paquette asked if the Village needed to coordinate a plan to evacuate patients from Burton Health Care if a similar event occurred. Chief Sestak stated that the Department was preparing emergency plans to cover that scenario.

Local Government and BPA; Dianne Lillibridge
Mrs. Lillibridge reported that at the last BPA meeting she asked that Mr. Eaton inform the Village Office of outages and problems to coordinate response. The Berkshire Community Planning Association will be making a presentation tonight to Council. Mrs. Lillibridge recommended to BPA that a press release on the Pancake Petition might be in order, however BPA has already given interviews to interested newspapers. The Maple Leaf has printed an article quoting Mr. Kleve.
Chief Sestak mentioned that the water tower was back in service. Council thanked him for the information as no one on Council or the Village Office had been notified.
Mrs. Lillibridge reported that several water and sewer leaks have been repaired by Orwell Gas because of their drilling.
Historic Review Board/Grants; Sharon Gingerich
Ms. Gingerich is reported that she is looking for grants to purchase an emergency generator for the water and sewer department. Ms. Gingerich noted that the research information from Hess and Associates was a letter to the Board of Public Affairs dated from 1994.
Parks and Forestry and Cemetery; Sandy Humbert

Streets; James Koster
Mr. Koster started his report with a report that the Village lawnmower was damaged when it struck debris left around the water tower during the repainting. Mr. Koster recommended that the bill be sent to LC United Painters. Mr. Paquette stated that he had mentioned the damage to Mr. Hess at the BPA meeting and Mr. Hess felt that the painters were not through cleaning up and should not be responsible.
Mr. Koster reported that the Street Department is looking to replace a snowplow. Mr. L. Rose has obtained three quotes (Best Truck, O’Reilly Equipment, and John’s RV) that were very close. Mr. Koster recommended that Mr. Rose be given the go ahead to pick one and get Council approval at the next meeting. Council agreed.
Street Department has completed repairs to sidewalks on Spring Street, Garden Street, West Center, and Goodwin. Carlton Street crosswalk has been put in and striped. Storm sewer risers and grates have been installed at various locations around the Village as needed. The Cemetery lane was graded because of the recent heavy rains. A storm sewer was installed at the leaf collection point on South Cheshire. The fencing and signs for the fair are being put up. Mr. L. Rose would like Council to consider a fall brush pickup date in October. Council directed Street Department to go ahead and set the date so long as it did not conflict with Apple Butter. Street Sweeping will be conducted in early September after the Fair. Mr. L. Rose is researching a flashing light crossing sign for Carlton.
Finance; Linda Swaney
Ms. Swaney reported that she met with Mr. Paquette for a review of the budget and budget procedures. Ms. Swaney will begin monthly reviews and reports next meeting.
Fire Department; Judy Beaumier
Mrs. Beaumier deferred her report on the Fire Department to Chief Sestak’s report. Mrs. Beaumier spoke about her attendance at a meeting of the Geauga County Commissioners where they reviewed the County Website.

Old Business;
Mrs. Beaumier recognized Mr. and Mrs. O’Reilly. Mr. O’Reilly offered to discuss the possible sale to the Village of the house he owns next to his commercial property on West Center Street. The house is approximately 1100 square feet on 1/3 of an acre. Mr. O’Reilly would also like to move the existing school walkway and easement to the west side of the house property. Mrs. Beaumier complimented Mr. O’Reilly on the nice appearance of his commercial property. Mr. Paquette stated that the house is too small to meet the Village needs of 3000 square feet. Significant renovation and a large addition would be necessary.
Mrs. Lillibridge introduced Mr. Mike Fath of the Berkshire Community Planning Association. Mr. Fath made a presentation of the Comprehensive Plan developed with McKenna and Associates. The half hour presentation explained that the Comprehensive Plan was a way help manage growth in the Berkshire Community. The Plan lists goals in the areas of Community Facilities and Services, Cultural Resources, Demographics and Housing, Economy, Environmental Features, and Land Use. The BCPA proposed a timeline for municipal input on the plan. BCPA would like comments on the master plan by Nov 2006. The group would like, by Jan 2007, a list of 3 to 5 priorities that the Village would like to accomplish. The BCPA website is BCPA2020.org.
New Business;
Mr. Paquette asked if the Council wanted to have a water fountain installed at the Gazebo or just leave the current well fountain in place. The well fountain works poorly at best. Council recommended going ahead with a new fountain. Final approval will wait until the next meeting.
Burton Middlefield Rotary is sponsoring a classic car and swap meet on September 23.
