Mayor Fischbach called the meeting to order at 6:30PM

Swearing in of New Officers:
The Mayor swore in the following officers elected or appointed to office:
James Koster to the elected position of Council Member of the Village of Burton
Joe Hernandez to the appointed position of Zoning Inspector
Sharon Moster to the appointed position of member of Board of Zoning Appeals
Mayors Report:
The Mayor recommended the following Committee Appointments for the coming year:
Streets and Planning Commission Jim Koster

The Mayor stated that the Personnel Manual would be ready for review on or about the next meeting.
Old Business:
The Mayor recommended a change to meeting nights for Council. New times would be the second and fourth Monday of each month at 6:30 PM.
New Business:
The Mayor indicated that he will be reinstating the Historical Review Board and will need a Council member.
Recognition of Visitors:
The Mayor recognized Dorothy Johnson. Mrs. Johnson, representing the Cemetery Board for the Village, asked if the Council was going to keep the proposed budget level for the Cemetery the same. The company doing the monument repair is making its schedule now and needs some commitment of Village funds. Council saw no reason why the funds will not be available as planned.
The Mayor recognized Jack Garner. Mr. Garner asked what the Village was doing about streetlights that do not work. The Mayor responded that the Police had identified nine or ten lights and CEI had been notified in writing. Mr. Lee Koroshes added that at least three of the lights around the park and municipal parking lot have been repaired.
Ordinances and Resolutions:
Sandy Humbert introduced Resolution 2006-01, requesting an advance of the first half real estate taxes collected and declaring an emergency. Sandy Humbert moved to waive readings. Resolution 2006-01 is adopted.
Fire Department
Chief Mike Sestak reported that the Department had 698 calls in 2005. The Chief introduced some of the firefighters with him. Chief Sestak noted that there is still another year left in the contract with the Village. This year will see a 15% increase over last year. The Department is conducting or will soon conduct 240 hour qualification training for members and other departments. 240 hour training is the highest qualification recognized by the State of Ohio. There are three qualified instructors within the Department. Mrs. Beaumier asked about soft billing. Chief Sestak responded that this is a touchy issue but billing itself should improve in the coming year. The Chief then familiarized the incoming Council members some costs and goals of the Department.
Sandy Humbert moved to nominate Jeff Coleman as President of Council. Judy Beaumier seconded the motion. By voice vote all approved.
