Chairman Seliskar called the regular meeting to order at 7:00 pm with the following members present: Trustees Adam, Kothera and Seliskar. Fiscal Officer Saunders and Zoning Inspector Erik Mirossay were unable to attend.

Zoning Inspector Erik Mirossay was unable to attend.  He sent a written report on the activities of the Zoning Office for January 1-15, 2007

The Geauga County Auditor’s office will present workshops on the new Pictometry Program they installed.  Fiscal Officer Saunders is planning on attending the January 25th session at 1:30-3:30 PM.

 

Chester Township will host an informal workshop/meeting for all Geauga County Zoning Inspectors, Assistant Inspectors and Secretaries.  The meeting will be held on February 28 at 7:00 PM.  Fiscal Officer Saunders will attend.

 

Gary Hackle sent a letter thanking the board for consideration concerning the position of Zoning Inspector.  He is interested in any other position that may become available.

 

Geauga County Recorder Mary M. McBride sent notice of the requirement to file Zoning Amendments with her office. 

 

The Geauga County Planning Commission sent notice that on December 29, 2006, an amendment to the Geauga County Subdivision Regulations, enforced by the County Commissioners, went into effect.

The amendment includes:

  • Update of definitions
  • Clarification of items needed for lot split review plus flow charts and checklists
  • Submission of plans and plats in electronic format
  • Identification of wetlands by category 1, 2, or 3 on preliminary plans and final plats for major subdivisions
  • Delineation of riparian setbacks on preliminary plans and final plats for major subdivisions. Such setbacks being 25, 75, or 120 feet depending on the size of the affected watershed.

MAINTENANCE REPORT:

Roads:

Maintenance repaired and painted picnic tables between snow falls.  Roads have been plowed, graded and graveled after the snow melted.  Road culverts cleaned on Princeton to clear up flooding and prevent future flooding in the area. Building maintenance continues as well as vehicle maintenance.  All Christmas lights have been taken down and stored. 

 

Memorial Park: The Grange had the interior of the Band Stand roof finished.

Discussion was held on the need to raise Cemetery Fees to cover all costs involved.  The General Fund Levy Failed in November 2005 and was not collected in 2006.  The General Fund is used to pay for all Cemetery costs.  Huntsburg Fees compared to other township fees showed our fees were lower than most. Therefore the following action is necessary at this time.

OLD BUSINESS:

 

A letter from the Geauga Trumbull Solid Waste District which said

For several months the District has been negotiating with Abitibi Consolidated to take over the paper/magazine-recycling portion of our drop-off-recycling program. Enclosed is a schedule of when the red newspaper dumpsters will be switched out with yellow and green dumpsters. This new program will now accept school and office papers along with magazines, and newspapers.

Abitibi Consolidated will provide this recycling service free of charge to the District. In addition they will also return a portion of the profits from the paper back to your community. The trustees may use the money to support community projects (youth athletic programs, beautification projects, or to purchase recycled products for parks or public areas such as picnic tables or benches).

Please be patient during this transition period. We hope to make it as smooth as possible but some problems may occur. If you have any questions or concerns do not hesitate to call.

Huntsburg will receive their 1 bin the week of January 12.

 

NEW BUSINESS:

Requests have been received from the Planning Commission and the County Engineer’s Officers for an updated list of township personnel.

 

A letter was received from John Berger of Basic Alarm Monitoring Systems concerning the continued operations of the alarm monitoring and testing system in place.  He will contact us for a time to meet and discuss new technology and changes necessary to the system.

The Ohio Department of Agriculture (ODA) is taking the first step in implementing the National Animal Identification System (NAIS) by encouraging Ohio's livestock and poultry industries to voluntarily register all farms, markets, packing/processing plants and other locations that produce, hold, exhibit, or manage livestock and poultry. The premises number is a 7 character alpha-numeric code that will provide unique identification to each location. Example - A234L56

The initiative that has lead to the development of the NAIS was a direct result of our witnessing in 2001 the Foot and Mouth Disease outbreak in Great Britain and the terrorist events in the U.S. on 9/11. Discussions and drafting of the NAIS plan represents one of the largest cooperative efforts between the" livestock and poultry industries and animal health officials. ODA is proud of the fact that eight Ohio producers representing the beef, dairy, goat, horse, poultry, and swine industries have served on the respective species working groups that have contributed to the development of the NAIS.

The goal of the NAIS is to create in the U.S. the capability to identify all animals and premises that had direct contact with a foreign animal disease (FAD) or other diseases of concern, within 48 hours after discovery. The key components of the NAIS are premises registration, animal identification, and animal tracking. NAIS will protect U.S. animal agriculture by providing producers and animal health officials with an updated infrastructure that will:

•    Improve efforts in current and emerging disease eradication and control programs.

•    Provide effective trace back and trace forward capabilities for a timely response to minimize the spread of animal disease.

•    Address the threats from the deliberate introduction of an animal disease or zoonotic disease.
