Chairman Seliskar called the regular meeting to order at 7:05 pm with the following members present: Trustees Adams, Kothera and Seliskar, and Fiscal Officer Saunders. Also present were Pat Jonath and Cy Zion.

Fiscal Officer Saunders presented financial statements reflecting balances for February 28 and March 20, 2007. Fiscal Officer Saunders presented the year-end financial statement for 2007 to each trustee to review and offer comment at the next meeting.
Notice was received of Estate Tax collected in the amount of $5,125.66.
The M.V.L. Tax Statistics Report for February 2007 was received
Trustees discussed the need for placing the Road & Bridge 3.0 Mil levy back on the ballot in November. Gravel Roads need a lot of maintenance as well as materials. In addition the roads in Windmill Point need to be ground, cement stabilized and repaved. Paving roads with our current budget is not possible. One-mile of paving cost over $300,000.00. A 3.0 Mill levy will bring in approximately $183,059.00 a year. This still will not allow for an aggressive paving program. The continuation of the OPWC Grants will allow for one-mile of paving every three years if we are fortunate to be approved for a grant. The township still needs to have 25% of the total cost available in township funds for a paving project.

Additional Road & Bridge Fund 3.0 Mill Levy
WHEREAS the Huntsburg Township Board of Township Trustees has determined that it
will be necessary to levy a tax outside of the ten mill limitation, for the purpose of: the general construction, reconstruction, resurfacing and repair of streets, roads, bridges in Huntsburg Township as authorized by the R.C.5705.19 (G) and
BE IT RESOLVED BY THE Huntsburg Township Board of Township Trustees, after meeting in regular session on this 20th day of March, 2007 that pursuant to ORC §5705.03(B) said board hereby certifies this resolution to the Geauga County Auditor, and requests that the County Auditor certify back to the Township Board of Trustees the total current tax valuation of the subdivision, and the dollar amount of revenue that would be generated by a 3.0 mill levy, for the purpose of, an additional 5 year levy for Road and Bridge purposes.
Trustee Kothera moved for the adoption of the foregoing, and Trustee Adams seconded the motion. Upon

MAINTENANCE REPORT:
Roads:
Maintenance crews have been completing standard maintenance for this time of year. Roads have been graded and graveled as needed; flood control has been maintained as well. Several tons of gravel have been spread. Cold patching will begin were needed the most. This summer hot mix and seal coating will be applied to paved roads as needed. The under-drains in Windmill Point subdivision will also be completed. Building maintenance continues as well as vehicle maintenance. Chris will be instructed to order more 57 limestone for the roads.
It is time to advertise for bids for road materials and dust control, therefore the following action was taken.

A motion was made by trustee Adams and seconded by Trustee Kothera to place the following legal ad:
Huntsburg Township Board of Trustees will receive bids for Road Materials until 4:00 p.m. on Monday, April 16, 2007. Road materials included are #57, #304, #411, #617 Limestone, #57 Steel and Light Slag and #4 steel and Light Slag, cinders and salt. Materials are to be delivered on an as needed basis to our designated yard. All bids are to be marked Road Materials Bid and sent to Huntsburg Township, P.O. Box 280, Huntsburg OH 44046. All bids will be opened April 17, 2007 at 8:15 p.m. at the regular meeting of Huntsburg Township. The Huntsburg Township Board of Trustees reserves the right to reject any or all bids, waive any informalities or irregularities in the bids received, and to accept any bid or bids which are deemed most favorable to the Board at the time and under conditions stipulated, all in accord with the applicable provisions of the laws of the State of Ohio governing the conduct of the Board of Trustees.

Dust Control
The Huntsburg Township Board of Trustees will receive sealed proposals until 8:00 p.m. on April 17, 2007, at which time proposals will be opened and read aloud for the Spraying of Dust Control on Township Roads in Huntsburg Township, during the 2007 construction season.
Bid proposals may be obtained by calling the Huntsburg Township Fiscal Officer at 440-636-5486 or mailing to P.O. Box 280, Huntsburg, Ohio 44046. All bid proposals shall be submitted on forms provided by the Board of Trustees.
A bid bond or certified check, cashier’s check, or money order, on a solvent bank or savings and loan association, in the amount of five percent (5%) of the total bid amount, and liability insurance for injury to persons and/or damage to property in an amount not less than $1,000,000.00 and property damage liability insurance in an amount not less than $500,000.00, shall accompany each bid. The bid shall be let on a unit price basis.
The Huntsburg Township Board of Trustees reserves the right to reject any or all bids, waive any informalities or irregularities in the bids received, and to accept any bid or bids which are deemed most favorable to the Board at the time and under conditions stipulated, all in accord with the applicable provisions of the laws of the State of Ohio governing the conduct of the Board of Trustees.

Notice was received of Round 22 OPWC District 7 pre-application. At this time the township is required to return the sheet listing 2 top priority projects. The cement stabilization and repaving of the roads in the Windmill Point Subdivision and the cement stabilization and paving of Bundysburg Road will be submitted as priority projects.
New road signs have been ordered as requested from the county engineer.
TOWN HALL:
John Burger of Basic Alarming Monitoring did not attend the March 20 meeting as scheduled. He was to inform the Board of Trustees of changes needed to the alarm system.
OLD BUSINESS:
Geauga Co Regional Hospital’s Occupational Health Services has moved. Each employee received a copy of the notification.
Cy Zion and Pat Jonath were present to see where the Board of Trustees stood and to seek their support in opposing the First Energy proposal of placing a 138KV Power line down state route 528. The proposal will cut properties in half and remove homes that are in the pathway. A special meeting is scheduled for March 31 at 9:00 am at the Montville Community Center to further discuss the Clay Street & State Route 528 proposed routes. Huntsburg Township trustees will attend. The proper papers will be notified.
Many residents have voiced their opposition to such a power line being placed in residential areas. It has been suggested the old B&O Railroad right-of-way would be better suited. Other bike paths in the state share with power lines successfully. This path was also considered in 1995 as the Rachel Line and was supported by the trustees.
Letters will be drafted and sent to First Energy opposing the Clay Street and State Route 528 Routes. Other alternatives should be investigated.
NEW BUSINESS:
Health District Advisory Council Meeting is scheduled for March 29, 2007; Trustee Adams will attend.
