Chairman Seliskar called the regular meeting to order at 7:06 pm with the following members present: Trustees Adams, Kothera and Seliskar, Fiscal Officer Saunders and Zoning Inspector Mirossay. Others in attendance included Randy Bennett Mr. & Mrs. Chalmers Bennett, Jim Galm, Cy Zion, Pat Jonath, Laurie Pitorik, John Sudyk, Mike Youshak, Ray Schloss & Tom Curtain
The proper papers were notified.
The minutes of the May 15, 2007 meeting were reviewed and the following action taken.

The Geauga County Board of Health has notified the trustees we will not need to budget any funds to support the Health District for 2008

Erik Mirossay received a copy of Zone Pro while attending the conference. He has reviewed the demo cd provided and believes it will be a good program to begin using for Zoning Purposes.
MAINTENANCE REPORT:
Roads: Crews willcontinue to complete under drains in Windmill Point subdivision. Roads have been pull graded; salt brine obtained for dust control, and roadside mowing has begun. Calcium chloride will be scheduled the week of the 18th of June provided we get rain. Charles Wright took 2 days of vacation.
CEMETERY: Maintenance has painted the fence at Pioneer Cemetery and will work on Pioneer Cemetery Stones.
TruGreen ChemLawn is offering us a contract for 2008, 2009, and 2010 with no costincrease.

TruGreen – ChemLawn Contract
A motion was made by Trustee Kothera and seconded by
Trustee Adams to accept the proposal offered by
TruGreen-ChemLawn to lock in our contract through 2010 at no
increase in cost. Currently we pay $337.00 per spray twice a year.

PARK:
Trustee Seliskar is still working on the tennis and basketball court resurfacing. Cattails will be removed from the pond. A calendar of events for June was completed by the fiscal officer a copy was given to the maintenance department.
GYM:
More Power may be needed in the gym. Mark Pegritz will be contacted about the service he installed.
TOWN HALL:
Maintenance will clean the town hall floors. Work on the bricks and sills are nearing completion.

NEW BUSINESS:
Trustee Seliskar informed those present about the Bicentennial Committee meeting and read the minutes of that meeting. He invited all to participate. The next meeting will be held on July 9 at 7:30 pm.
Residents in attendance were present to discuss the Proposed 138kV Power Line. Trustee Kothera spoke about current information received about the proposed routes. Each resident present was given a copy of the proposed routes issued by American Transmission Systems Inc. a subsidiary of FirstEnergy Corp. Two routes evaluated were considered more favorable to the other routes being considered. Clay Street and Cross Country (Eastern Route) State Route 528 were the two under consideration.
Tom Curtin, Director of the Geauga County Park District, was present to update the board on park improvements and new proposals. He presented a survey about the parks for all to complete. He spoke on the park district’s plans to develop a park on the 530 acres on Clay Street. The park is trying to raise $450,000.00 to add to the $300,000.00 they have to proceed. The park will house a telescope and observatory. Trustee Seliskar asked about the entrance to the Clay Street Park. Mr. Curtin stated it would be a 2000-foot access road off Clay Street only. Astronomy programs are well received and the park received a donation of a 25-½ inch telescope. The area offers a better dark sky. Case Western Reserve still owns 230 acres of property where they have their Observatory.
The bike trail is coming along nicely and should officially open in Mid July. It will connect to the Mel Harder Park in Chardon. The parking lot will be able to accommodate 96 parking spaces.
A new park in Bainbridge called Frohring Meadows; a 100-acre preserve will be developed. Currently there is no access to this area.
The Park District is currently wrapping up a yearlong 5th grade project. Money from foundations provided binoculars, books and field guides for the program.
Trustee Seliskar asked about the Hunting Program offered by the park. Mr. Curtin said the Turkey Hunting was suspended at this time. Deer hunting will be allowed in some parks and all will be done by a Lottery for obtaining permits to hunt.
The property at State Route 608 and Chardon Windsor Road is currently used for agricultural purposes.
The boat launch at Bass Lake is complete.
Residents and trustees inquired about the Park Districts policy concerning the proposed power lines by First Energy. Tom Curtin stated that the proposal would have a negative impact on the parkland on Clay Street. The current Park Board has adopted a no utilities policy for all parkland and still opposes utility lines through park property. When they purchased land from Mrs. Moon an agreement was made to prohibit utilities. The Rachael Route proposed in 1995 followed the old B&O Railroad line and was considered favorable at that time. The Park District now owns this property.
Jim Galm asked if the park district was immune to eminent domain by utilities. Mr. Curtin stated no. Parks & utilities do share in other areas of Ohio.
Trustee Adams stated homes would be removed along Clay Street and State Route 528 if these routes were approved. Mr. Curtin stated no matter where the line is placed it would have an impact on the surrounding properties. It is a no win situation. The full environmental studies for all proposed routes have not been completed at this time.
Mike Youshak stated the routes preferred impacted the most number of people and the preservation of farmland. There are three weaknesses on the Grid that need to be improved that is why a new line is necessary. He suggested Route 11 to accomplish the correction. He suggested a proposal be drafted with safety concerns and employee certification. He suggested we need a retired electrical expert. Dale Arnold of the Farm Bureau could be most helpful.
It was agreed by all present that a united effort to have the route moved further east would be more favorable. A meeting is scheduled for September 11 with Tim Grendell and Steven LaTourette.
RESOLUTION # 2007-048
OTA GROUP RATING BWC
A motion was made by Trustee Kothera and seconded by
Trustee Adams to accept the proposal from OTA to re-enroll
in their January 1, 2008 Group rating Program. The Frank
Gates Agency has administered the program since 1992. Our Group
Savings is projected to be $4,364.00. A $625.00 service fee will
be charged to administer the program.
