The meeting was called to order at 9:27 a.m. with the following members present: E. Davis, J. Jemison, and C. Hofstetter. 

                                                                                        

Also present: D. Weir – Administrator, C. Osborne – Fiscal Officer.

 

Agenda:  no additions or deletions.

 

Minutes of May 2, 2007 were presented for approval.  Davis moved to approve the minutes as amended, seconded by Hofstetter.  All in favor. (3).

 

OLD BUSINESS – none before the committee.

 

NEW BUSINESS

1.       Promotional DVD – Weir stated many municipalities have a “promotional DVD” that provides information related to their town, which can be helpful for prospective businesses or residents.  Weir stated Artists Studios, Inc. has done TV commercials for major sports teams, McDonalds, etc.  Weir relayed to the Artist Studios representative that he wants something different and/or artistic for Middlefield Village.  Davis stated the Chamber of Commerce may be interested in this also.  Weir stated the cost is approximately $28,000.00 and Artist Studios offered to solicit sponsors to help defray some of the cost.  Hofstetter stated he feels this is similar to the paper layout the businesses paid for in the past, and there seems to be limited interest.    Davis stated the Geauga Co. Tourism Council and the Chamber of Commerce hand out similar informative brochures.  Hofstetter stated, if the company cannot get sponsors for this project, this money could be better spent by paying someone at the Historical Society to update our historical data.  Davis stated this would be a good way to promote Middlefield.  (The committee watched a DVD from the company showcasing many TV commercials they’ve developed).  Hofstetter stated by having sponsors subsidize this project, we may get more distribution.  The committee took no action on this issue.

2.       2008 Tax Budget – Davis moved to recommend the 2008 Tax Budget to council for approval, seconded by Hofstetter.  All in favor (3).  A public hearing for the tax budget will be scheduled by council for July 5, 2007 at 8:00 p.m.

3.       Resolution 07-19: Authorizing the Village Administrator to Enter into a Contract with Shook, Inc. Northern Division for Improvements to the Village’s Water Treatment Plant, in the Total Amount of $4,801.400.00, and Declaring an Emergency – Weir stated Shook is a large company from Brecksville, Ohio who build water treatment plants.  Hofstetter moved to recommend Res. 07-19 to council for approval, seconded by Davis.  All in favor (3).

4.       Res. 07-20: Authorizing the Village Administrator to Enter into a Contract with Perram Electric, Inc. for Traffic Signal Installation at the SR 608/87 Intersection, in the Total Amount of $132,985.60, and Declaring an Emergency – Hofstetter moved to recommend Res. 07-20 to council for approval, seconded by Davis.  All in favor (3).

5.       Res. 07-21: Authorizing the Village Administrator to Enter into a Contract with Phillip Miller Construction of the North Thompson Sports Park Ball Field, in the Total Amount of $154,970.00, and Declaring an Emergency – Weir stated this contract is for grading and the construction of a small pavilion.  A large ball field will be constructed and the balance of the area will be seeded and designated as multi-purpose.  Soccer and flag football will be played on that area, and no concrete work.  The park will be ready for use in 2008.   Hofstetter moved to recommend Res. 07-21 to council for approval, seconded by Davis.  All in favor (3).

6.       Res. 07-22: Authorizing the Village Administrator to Purchase a 2008 Ford 250 4X4 Truck from 32 Ford Through the Ohio Cooperative Purchasing Program, for a Total Price of $25,493.50, and Declaring an Emergency –  Davis moved to recommend Res. 07-22 to council for approval, seconded by Hofstetter.  All in favor (3).

7.       Res. 07-23: Declaring it Necessary to Renew the Levy of a Tax in Excess of the Ten Mill Limitation for Ambulance Service, Emergency Medical Service or Both, and Declaring an Emergency - Weir stated the ambulance contract with Community Care Ambulance won’t be entered into until the levy passes.  Davis moved to recommend Res. 07-23 to council for approval, seconded by Hofstetter.  All in favor (3). 

8.       Ord. 07-121: Approving the Editing an Inclusion of Certain Ordinances as Parts of the Various Component Codes of the Codified Ordinances of the Village of Middlefield, Ohio – Davis moved to recommend Ord. 07-121 to council for approval, seconded by Hofstetter.  All in favor (3). 

9.       Ord. 07-122: Amending Existing Section 139.01 of the Codified Ordinances to Provide for the New Position of Corporal, and Declaring an Emergency -   Jemison stated this was discussed in the safety committee.  Officer Ed Samec, Jr. will receive rank promotion only, and no additional compensation.  Hofstetter questioned if the safety committee has discussed reinstating the position of lieutenant.  Hofstetter remembers former Chief Easton didn’t want the lieutenant position filled when G. Parker retired, but wanted the two sergeants instead.  Davis moved to recommend Ord. 07-122 to council for approval, seconded by Jemison.  All in favor (3).

10.    Ord. 07-123: Authorizing the Promotion of Officer Edward F. Samec, Jr. from the Position of Police Officer Class A to the Newly-Created Position of Corporal, and Declaring an Emergency – Davis moved to recommend Ord. 07-123 to council for approval, seconded by Hofstetter.  All in favor (3).

11.    Ord. 07-124: Authorizing the Retention by Kraftmaid Cabinetry of an Existing Temporary Office Trailer, and the Addition of an Additional Temporary Office Trailer, Pending Completion of the Planned Kraftmaid Office Expansion -  Weir stated Kraftmaid planned on building an office addition a few years ago.  However, due to the reduction in the construction of cabinets and the subsequent employee layoffs, this project didn’t take place when originally planned.  Kraftmaid’s production has increased and they’re now ready to move forward with this project, but cannot give a definite time line for construction.  Village ordinances state temporary trailers are prohibited without construction.  Kraftmaid is currently using one office trailer and an additional office trailer is needed for administration efficiency.  The additional trailer will be placed behind the first trailer and will not be visible from the street.  Weir stated Lee is against this ordinance because the Village has ordinances against temporary trailers, but the planning commission has approved this request.  Davis stated the Village allowed the school to have the trailers for classrooms.  Lee stated even though the planning commission has approved this request, this is a council decision.  Weir stated Mayor Poole and planning chairman, Klein, went to the site and they don’t see this as a major issue.  Weir stated Kraftmaid representative, Tom Anderson, will attend the June 7 council meeting to answer any questions.  Davis moved to recommend Ord. 07-124 to council for approval, seconded by Hofstetter.  All in favor (3).
