FEBRUARY 22, 2007

 

The meeting was called to order at 7:30 p.m. with the following members in attendance:   Mayor Bill Poole (arrived at 7:45), Scott Klein, Jim Linberg and Doreen Watson.  Roy Nichols was excused.  Also present were Dan Weir, Administrator, Bob Provost, Engineer, Steve Roessner, Zoning Inspector, and Bethann Petronio, Administrative Assistant.

APPROVAL JANUARY 25, 2007  MINUTES:  There were no corrections to the minutes.   Linberg made a motion to approve the minutes as written.   Klein seconded.   ROLL CALL:  Yeas (2), Nays (0), Abstain (1) Watson   MOTION PASSED

 

OLD BUSINESS: 

DRAINAGE DRAWINGS & PROPOSED RESTAURANT – SHIBLEY PROPERTIES: Chip Hess was present for the project along with George & Karen McCollum for the restaurant portion of the project.   As built drawings had been requested and were submitted to the village engineer.   Still need to install driveway aprons and a grassy area in between the two driveway aprons on the tree lawn.  Dumpster area needs to be fenced in.  The parking lot also needs to be striped.  The zoning permit can be issued now so that the interior work can be started.  A temporary occupancy permit can be issued if a bond is posted for the unfinished amount of the work.  The temporary occupancy permit would be good for six months.  The restaurant owner is waiting for building permits from the county before starting interior work.  Hess will inform the property owner of the conditions that still need to be taken care of.   Watson made a motion to issue a zoning permit for the opening of a restaurant in the building.  Linberg seconded.   ROLL CALL:  Yeas (3), Nays (0) MOTION PASSED

 

 

NEW BUSINESS:

DAIRY QUEEN ALTERATIONS:  Jeff Baker, owner, Kevin Morand, architect and John Pasquarelli, contractor were present for this project.   Alterations had been started on the building without a zoning permit.   The interior dining area of the restaurant has been shut down for renovations.  The drive-thru remains open during renovations.   The zoning inspector has been waiting for as built drawings on the parking lot drainage that was done back in November, 2005.  Drainage was replaced due to pipes collapsing but no permit was issued or drawings submitted.  May need approval on the drainage plan since the drainage may have been changed.  The as built drawings are being done right now and should be submitted shortly.  Linberg asked for a specific timeframe of submission.  Should be submitted by the next Planning meeting. The Village had received complaints from the neighbor regarding a drainage issue.  There will be a new trash enclosure built of split face block with metal frame gate with wood fixtures.   The new exterior image is proposed for all Dairy Queens.  Interior is being remodeled and the exterior will be renovated with a new façade and signage.   Name will be changed from Dairy Queen Brazier to Dairy Queen Grill & Chill.  Signage could be an issue if some LED lighting is considered to be signage.  This Dairy Queen is open year round but this is the slow season now.   Need to apply and pay for zoning permit so that the renovations can proceed.  Can replace the signage if it is exactly what is there now.  Would need approval from BZA for new signage if different from the current amount.  Signage can be approved by the zoning inspector unless there is an excess of signs then it will need a variance for additional signage.  If the sign is replaced with exactly the same size, no permit is required.  New LED lighting that is proposed would be considered part of the total signage.  Poole made a motion to approve the issuance of the zoning permit based upon informal site review, the parking lot

upon providing acceptable drawings for the dumpster enclosure and submitting as built drawings within four weeks for the drainage that has already been constructed under the parking lot.  Klein seconded.   ROLL CALL:  Yeas (4), Nays (0) MOTION PASSED

 

LOT SPLIT OF GOOD NEWS BLDG.:  Tom Henry, owner & John Bruening, Geauga Vision were present for this request.   Mr. Henry is seeking to split the tax parcel so that one of the buildings can be sold to a local merchant.  Mr. Bruening of Geauga Vision would like to relocate his wholesale business from other locations and move all of the employees to Middlefield.   The existing district is grandfathered so moving the lot line would not be a problem.Linberg made a motion to approve the lot split request.  Watson seconded.   ROLL CALL:  Yeas (4), Nays (0) MOTION PASSED

 

ELECTRICAL EASEMENT SITE PLAN AT KRAFTMAID:  Mia Moore and Ralph Delligatti of the Illuminating Company were present for this request.   The Illuminating Company is seeking to construct a temporary facility to boost service for the industrial, commercial and residential areas.   This booster would be located approximately 800’ from Georgia Road, south of Kraftmaid’s driveway.  Will need to have stone put down for a temporary driveway so that the trucks don’t sink.  A driveway will be installed over the culvert ditch. There will not be a parking area since this will be a service facility only.   This equipment will be there for approximately five years and will be removed once the permanent equipment is installed.  The meter on this will be read once a month.   There will be an additional six power poles installed in the area and the actual equipment will be about 30’ in the air.  This equipment will not address any type of outage issues in the area.   There was discussion held about why the Village has to prepay for poles to be moved during road widening projects.  The Village has an agreement with the Illuminating Company regarding this issue.  Mr. Delligatti will check on this.  Linberg made a motion to approve the site plan as is with pavement over the ditch for a driveway, gravel for the rest of the area and the issuance of a zoning permit.   Klein seconded.   ROLL CALL:  Yeas (4), Nays (0) MOTION PASSED

 

COMPREHENSIVE PLAN: Mark Majewski, planner passed out a proposed schedule for the comprehensive plan update.  Will plan for a public presentation at the next Planning meeting of March 22, 2007.   A formal presentation to Council will take place in May.  Mark discussed some of the areas for senior housing and possible future road connections through out the village.

ZONING INSPECTOR’S REPORT:   In the packet.  Steve will meet with the Blairs in a few weeks regarding no permit for the shed that was constructed on their property.
