The meeting was called to order at 7:30 p.m. with the following members present: Mayor Poole, J. Linberg and C. Hornung. Commission members S. Klein, and R. Nichols are excused.
Also present: D. Weir – Village Administrator, T. Lee – Village Solicitor, B. Petronio – Administrative Assist., B. Provost – Village Engineer, S. Roessner – Zoning Inspector, A. Cornett, P. Misterka, B. Gibson – Habitat for Humanity.

The minutes of the May 24, 2007 meeting were presented for approval. No quorum; Move to September meeting.
OLD BUSINESS
Open Storage Permit – Tractor Supply: Zoning inspector wrote letter to Tractor Supply regarding zoning violation issues. There are still a lot of items stored around the outside of the building. Tractor Supply is asking for approximately 10% of the total parking area to be used for open storage whereas Wal-Mart was granted only 3% for their open storage. This request is for more than what has normally been approved. Some storage racks have been installed outside. There is approximately 190’ (linear foot) of fencing is up at this time. Have moved everything that could fit inside the fenced in yard. There are still a lot of items around the front door and they are still trying to clean up these areas. This request was started in the spring and here it is almost end of summer and the clean up has not been completed yet. It’s been five months since applying for this permit. Will not be allowed to let this request go on for so long next year. May need to reduce the inventory. Have already sent three truckloads of overstock to other stores and are not ordering anything at this time. The lot is not large enough for the area needed for the actual store. There is still a lot of items spread out around the front and the rear of the store. It does look a little better than before but there is still room for improvement. Need to come in with an approvable plan by the next Planning Commission meeting or be in compliance with the existing ordinance. This is the only store in the Village that has open storage year round. The original plan that was proposed was not acceptable at the time that it was submitted. Store is currently in violation since there is no approved plan. Need to work with the Zoning Inspector to get this plan ready. Should make the plan to accommodate the largest inventory time (spring/summer).
Bonner Annexation: There are two zoning issues with this property and what it can be used for. Need to work out some agreement about the use of the property along with the annexation. Bonner will extend the water and sewer lines at his cost. There will not be a road built on this property but there would be access if a road is needed to be built. If the road is not dedicated to the Village, Bonner would have to maintain it. If it is dedicated, the village would maintain. The Village would need to have a plan and timeframe for the water line project. A bond could be required to get these waterlines done. The commission did not have a problem with the annexation plan but would like to see a plot plan for the road.
NEW BUSINESS
Lake Ave. Lot Split: Habitat for Humanity has purchased a lot on Lake Avenue and would like to sell a small portion of the lot to the neighbor so that both lots will be two rectangular lots. Will have to move some of the temporary buildings from the Habitat lot since they belong to the neighbor. Linberg made a motion to approve the lot split for Habitat for Humanity. Hornung seconded. Giant Eagle Temporary Banner: Currently have a temporary banner up on the store front for a special gasoline promotion. Would like to make this banner permanent but still be a “banner.” Banners are to be a temporary mode of advertising not permanent. The zoning inspector sent a letter to Giant Eagle regarding this matter and have not received a response. The temporary banner permit has actually expired as of this date. Would be entitled to change the sign face if they have enough sign face area. Drug stores and grocery stores are able to use their window space for advertising in addition to their permanent signs. Hornung made a motion to make a recommendation to BZA to deny this request for a temporary banner. Linberg seconded. ROLL CALL: All Yeas (3)
Political Sign Ordinance: The village currently does not regulate the color or verbiage of political signs. The signs can be put up thirty (30) days before the election and must be removed seven (7) days after election. This ordinance will remove the regulation for the length of time or size. Poole made a motion to recommend adoption of this ordinance to Council and waive the readings. Linberg seconded. ROLL CALL: All Yeas (3)
Woodsong Lot Consolidation: Prospective buyer would like to purchase and combine two lots in order to build a larger homer. This would be an informal process. The commission found no problem with this lot consolidation. Has to have approval from the Planning Commission and Council since this is in an R-PUD.
ENGINEER’S REPORT – Report is in the packet. Has been a very slow summer with not much going on.
ZONING INSPECTOR’S REPORT – Report is in the packet. There have been many applications for occupancy, shed, & deck permits. The Dairy Queen renovation project is complete.
Being no further business at this time, Linberg made a motion, seconded by Hornung to adjourn the meeting at 8:30 p.m.
