AUGUST 23, 2007
Brad Wallace called the meeting to order at 6:30 p.m. The following members were present: Bill Poole. Scott Klein was excused. Others present: Dan Weir, Administrator, Missy Hatch, Recreation Director, Bethann Petronio, Administrative Assistant
AGENDA: Add N.B. – Community Days, Cardinal Board of Education agreement, Sparkle property
MINUTES FOR APRIL 19, 2007: There were no corrections to the minutes. Wallace made a motion to approve the minutes as written. Poole seconded. ROLL CALL: All Yeas (2)
OLD BUSINESS:
EAGLE PARK IMPROVEMENTS: Contractor is currently working on the splash pad area. There is a large open area at the one end of the park. This area will be landscaped as a park area. Wallace asked if there is going to be a buffer along the property line to the south of the park. Will probably install a few trees along the line. Should not be a sight problem. The dry playground area and pavilion will be started shortly. There may be three contractors working in the park at the same time. Wallace asked if the project is behind schedule. Weir stated that the project is on schedule and should be completed by fall.
RECREATION EQUIPMENT STORAGE: Will be getting ready to start the structure soon. There was a delay by the Fire Department in signing the paperwork and allowing the village to remove items that needed to be removed. McGrath Construction will be doing this project. There is currently recreation equipment in different storage places that the Village owns and it will be nice to have everything in one location.
SPORTS COMPLEX USE: The dirt pile that is located on the property has been screened and will be leveled out on the property again. The elevations of the property will be checked on Friday, August 24. The pavilion is to be started soon. The agreement with the school regarding Almeda Drive has been completed. The curb that needs to be installed at the curve on Almeda Drive going towards the Middle School will be installed at a later time.
NEW BUSINESS
EMPLOYMENT – RECREATION SUPERVISOR: The activities coordinator will be cutting back hours and there is a need for someone to take over the duties that he will no longer be doing. The recreation director would like to hire a part-time recreation supervisor to help with office work, programming, and instructing classes. Would help to set up scheduling and any other duties that the recreation director needs done. Would only be about 20 hours per week at $10.00 per hour. Maybe consider this a full-time position later in time as the department and facilities increase. Wallace made a motion to recommend the position of recreation supervisor to Council. Poole seconded. ROLL CALL: All Yeas (2)
GEORGE KNOX PARK: Recreation director stated that Mr. Knox’s son would like to do the landscaping at the park. He is a landscaping contractor and would be willing to donate some of the items and the labor. Would need to submit a plan to the village for their approval. Recreation director will contact him. Weir stated that the village should consider installing permanent restrooms at the park in the future instead of having a port-a-john there. Will look at for next spring.
GROVE. ST. PAVILION: Discussion held about installing a few grills at this pavilion. There were grills there but they were taken down due to deterioration. Should install at least two by this pavilion.
COMMUNITY DAYS: Discussion was held about consolidating Community Days to one day. All activities and programs would be held on Saturday. Poole suggested still having Friday night with the fish fry at the Fire station, band, ice cream social and fireworks at the high school. Will still work on coordinating the schedule.
CARDINAL BOARD OF EDUCATION AGREEMENT: This is a contract between the school and the Village for use of the school facilities for recreation programs. The yearly charge is $9,000 paid in two equal payments of $4,500. Will sign the contract and return to the school. Wallace made a motion to approve the agreement with the school. Poole seconded. ROLL CALL: All Yeas (2)
SPARKLE MARKET: This grocery store recently closed and the building and land are now for sale. The selling price is approximately $1.5 million. This would be a good location for the recreation department for offices, classrooms and program facilities. Could add on in certain areas. Poole stated that the committee should recommend to Council that an architect take a look at the site plan for this facility and see what could be done with this facility.
There being no further business, Wallace made a motion to adjourn the meeting at 7:25 p.m., seconded by Poole. All in favor.
