Carl Hofstetter chairperson, called the meeting to order at 8:10 a.m. Other members present: Edna Davis, Scott Klein. Others present: Bill Poole, Mayor, Dan Weir, administrator, Charlie Ehrhart, director of services, Bob Provost, engineer, Steve Roessner, zoning inspector and Bethann Petronio, Secretary.

APPROVAL OF MINUTES OF DECEMBER 6, 2006: There were no corrections to the minutes. Davis made a motion to approve the minutes as written. Hofstetter seconded. ROLL CALL: Yeas (2), Nays (0), Abstain (1) Klein MOTION PASSED
OLD BUSINESS:
STREETS SIGNS: Hofstetter mentioned that there are still a lot of signs throughout the Village. Could possible eliminate a lot of these signs by paraphrasing the signs and putting them at the corporation limits. This would require an ordinance change. The signs are starting to make too much clutter in the village. There should be no parking on streets unless it is a designated site by a sign for parking. Delete the railroad crossings signs from the ordinance book. Can go ahead with some type of legislation regarding the removal of signs and relocation to the corporation limits.
KRAFTMAID TURN LANE: An approval letter was received and the project is moving forward.
MUNICIPAL PARKING LOT: This parking lot is in desperate need of repairs. Could possibly share the cost of repairs with the merchants who’s patrons use the lot. Will be difficult to get together with everyone on a shared cost. The parking lot can be saw cut in the village owned areas and replaced. If a small portion of the lot is done at a time then it would not have to be completely closed while repairs are made. Cost of the project would be approximately $211,530 for paving only. No underground utility work is included in that cost. The utilities are old but have not had any problems with them at this time. May have to remove portions of the flowers during construction and replace them afterwards. Davis made a motion to proceed with the repairs as quoted. Klein seconded. NEW BUSINESS:
STOP SIGN REQUEST FROM SCHOOL AT BUTTON & N. THOMPSON: The school is requesting the village to install a four way stop at Button & N. Thompson where the high school driveway is located. This is not a true four way stop but rather a driveway that intersects with a street. The stop sign would be a hindrance for traffic when school is not in session. Suggested setting up cones to block off a portion of the school drive so that traffic must go through the parking lot to help eliminate the back up of cars into the driveway.
FLOWER CONTRACT: Received a quote of $15,650 from Urban Growers for 60 hanging baskets and the flower boxes around town and the park. The cost is the same as last year. Some of the baskets need to be replaced. Mayor suggested installing baskets and Christmas decorations on the S. Springdale light poles if at all possible. Klein made a motion to accept the quote of Urban Growers of $15,650 for the 2006 flower contract. Davis seconded. ROLL CALL: All Yeas
DECORATOR POLES: Consider putting some new decorative traffic signs poles in the main intersection of town. Maybe put up arm poles instead of the regular poles. The state will be paving through the intersection on Rt. 608 and it would be a good time to renovate the intersection. Could try to match the existing poles on the park corner.
SPRING CLEAN UP DAY: Spring Clean Up day will be held Saturday, May 19, 2007. Usually have Universal Disposal do this project. Have not received a cost from Universal Disposal. Hofstetter suggested having a community wide garage sale where everyone would have their garage sale on the same day. Would help to eliminate all of the garage sale signs that are put up throughout the spring and summer.
BOY SCOUT LODGE: Hofstetter mentioned that the boy scouts would like to have a restroom in their building. The building is being used about five nights a week. Rotary Club still sponsors the Boy Scouts and did a lot of renovation of the building last year. Maybe the Village could help with the construction of a small restroom. If the restroom that is located near the lodge is to be used during the winter it would have to be winterized with insulation so that the pipes don’t freeze. It is usually shut down and locked during the winter months. Charlie will have to check on the sewer lines for construction of a restroom on the existing scout lodge.
GIRL SCOUT LODGE: Davis mentioned that the girl scouts need some repair work on their building. The work there would just be general maintenance, some renovations, cabinets and appliances. Merry Lou Tramont works with the girl scouts and has asked for some help with these items. Will notify East Geauga Kiwanis of this project that they could undertake.
ENGINEER’S REPORT: None at this time.
There being no further business, Davis moved to adjourn the meeting, seconded by Hofstetter at 9:00 a.m.
