Carl Hofstetter chairperson, called the meeting to order at 8:00 a.m.  Other members present:  Scott Klein. Edna Davis was excused.  Others present:   Bill Poole, Mayor, Dan Weir, administrator, Charlie Ehrhart, director of services, Bob Provost, engineer, Steve Roessner, zoning inspector and Bethann Petronio, Secretary.   

 

 

AGENDA:   None 

 

APPROVAL OF MINUTES OF JANUARY 31, 2007:   There were no corrections to the minutes.   Klein made a motion to approve the minutes as written.   Hofstetter seconded.   ROLL CALL:  Yeas (2), Nays (0)  MOTION PASSED

 

OLD BUSINESS:

STREETS SIGNS:  The inclement weather has hampered looking into the street signs around town.  Will check when the weather breaks.

 

KRAFTMAID TURN LANE:  Dan and Bob met with ODOT regarding the scheduling of this project.   Start date should be some time last summer 2007 and have completed by October 31, 2007.  Need to think about if the signalization there needs any changes.  The signalization was planned with turn lanes to be constructed some time in the future.  There was discussion held about the process of financing of this project.  ODOT sells the projects to sub-contractors so the paving of State Route 608 could be done by a local contractor.   That paving project will take place during the summer.

 

MUNICIPAL PARKING LOT:  Survey of the parking lot has been completed and the plans have been started.

 

IMPROVEMENTS TO DOWNTOWN INTERSECTION:  Dan talked with Arcadis about design ideas for the downtown intersection.   Klein would like to see some different flower boxes, etc. on the intersection islands and possibly some type of decorative wall or something along the park side. The village is looking at new traffic poles or decorative traffic poles.  The latter ones are very expensive.  A total of two poles would be needed.   Dan will check on the poles.

 

SPRING CLEAN UP DAY & TIRE RECYCLING:  Spring Clean Up day and tire recycling will be held Saturday, May 19, 2007.  Will have Universal Disposal do this project.  Other companies are not interested in bidding on this. 

 

BOY SCOUT LODGE RESTROOM:  The inclement weather has tabled this project for the moment. 

 

 

NEW BUSINESS

PURCHASE OF NEW TRACTOR:  The village’s existing tractor is eight years old and has taken a lot of abuse between sidewalk plowing and mowing of various areas in the village.  The cab is starting to rust off of the tractor.   Middlefield Tractor provided the lowest price and the tractor is in stock.  Committee asked if the price was at state bid.  Don’t think it is.  Will trade in the old tractor.   Klein made a motion to authorize the purchase of a new tractor from Middlefield Tractor Supply.   Hofstetter seconded.   ROLL CALL:  Yeas (2), Nays (0) MOTION PASSED

 

 

SPERRY LANE IMPROVEMENTS – OPWC FUNDING:  Sperry Lane was resurfaced last year in the hopes that it would last for a few years till funding was acquired to re-do the entire street.   By the time the funds are secured, the road will be in need of improvements.  Monies could be received by 2009.  Will need sanitary sewer, waterline and storm sewers.  Will probably be a million dollar project.   Looking at having to get a $400,000 loan to do this project in conjunction with OPWC funds.  Dan will submit the necessary paperwork when needed.

SECURITY ALARM AGREEMENT:   Have been talking with alarm companies about installing alarms for the Village’s buildings (wastewater plant, etc.) since John Burger’s contract has been terminated.   Two companies, American Alert & Sievers have met with Dan and Charlie and looked over the Village’s current alarm system.   American Alert has been in business for approximately 30 years.  Sievers has been in business for three years.   American Alert would monitor the alarms more frequently than Sievers.  The alarm system will have to be changed over from the existing wastewater treatment to the new one when it is complete.  Klein made a motion to contract with American Alert for the monitoring of the village’s buildings.  Hofstetter seconded.   ROLL CALL:  Yeas (2), Nays (0) MOTION PASSED
