Carl Hofstetter chairperson, called the meeting to order at 8:00 a.m.  Other members present:  Scott Klein. Edna Davis.  Others present:  Dan Weir, administrator, Charlie Ehrhart, director of services, Bob Provost, engineer, Steve Roessner, zoning inspector and Bethann Petronio, Secretary.   

 

AGENDA:   None 

 

APPROVAL OF MINUTES OF FEBRUARY 28, 2007:   There were no corrections to the minutes.   Klein made a motion to approve the minutes as written.   Hofstetter seconded.   ROLL CALL:  Yeas (2), Nays (0), Abstain (1) Davis  MOTION PASSED

 

OLD BUSINESS:

STREETS SIGNS:   The engineer’s office comprised a map showing all of the street signs in the Village.  This is much easier to follow than to check all of the signs in person.  Will be working on the same kind of map for the waterline system through town.  All of the signs have been marked on the back for identification of location in case of theft or loss.  There are a few signs that can not be permanently removed.   Hofstetter suggested considering corporation signs with “no parking” except in designated areas.  This would eliminate a lot of signs through out the Village.   These types of signs are being used in Chardon.   Committee will continue to review this project.

 

KRAFTMAID TURN LANE:  The resolution that was sent to ODOT regarding the turn lane was rejected.  ODOT requires certain sections to be included in the resolution.  All plans have been approved and are just waiting for the new resolution.   

 

MUNICIPAL PARKING LOT:   The engineer and street superintendent will get together to see what sections of the parking lot are the worst and need to be repaired first.   Will be repairing only portions of the parking lot that are owned by the Village.   There was a question about the portion owned by Spector’s and if an easement has been granted for the area.   Dan will check on the easement agreement.

 

IMPROVEMENTS TO DOWNTOWN INTERSECTION:  Currently working on plans for the intersection restructure.  Should move forward with installation of the mast arm poles even though Rte. 608 will not be paved until next year.   Klein suggested looking into some type of decorative brick wall for the northwest and south east corners of the intersection.  

 

NEW BUSINESS

CEMETERY MAUSOLEUM:  Village received a request from a resident to consider constructing a mausoleum in the cemetery.  Mausoleums are becoming very popular due to lack of land room for burials.  Dan will check on cost and plans.

 

LANDSCAPE CONTRACT:  Received a quote from S.S. Landscaping (Steve Schwendeman) for $19,985.00.  Steve does a good job on the landscaping for the Village Hall and surrounding Village areas.  Klein made a motion to award the 2007landscaping contract to S.S. Landscaping for the amount of $19,985.00.  Davis seconded.  ROLL CALL:  Yeas (3), Nays (0) MOTION PASSED

 

NORTHVIEW DRIVE:  The concrete section at Rte. 87 is getting bad and creates a rough ride.  Need to patch if possible or at least correct the situation somehow.  May need to replace the asphalt area with concrete but that does not hold up very well in this area either.  Glen Valley, Orchard, Standish and Ridgewood are all in need of repair.   Klein made a motion to bid repairs for Northview Drive.  Davis seconded.  ROLL CALL:  Yeas (3), Nays (0) MOTION PASSED

 

RECYCLE CENTER FENCING:  Fencing needs to be constructed around the recycling center due to debris that flies into the neighboring yards and school property.   Would be approximately 160’ – 170’ of fencing.  There is an open section between the service garage and the salt storage building.   Would like to put a gate between this area when installing the fencing.   Klein made a motion to install a board on board cedar fence around the recycling center and install a gate between the two buildings.  Davis seconded.  ROLL CALL:  Yeas (3), Nays (0) MOTION PASSED

 

N. THOMPSON STREET ADDRESS CHANGE:  There is one address that is out of sequence next door to Hofstetter.  This house was moved from N. State to it’s present location behind Hofstetter’s house and next to the cemetery.  The confusion with the address is also a safety issue for emergency vehicles to be able to locate the premises.   Hofstetter stated that the address change has been discussed with the current resident and they do not have a problem with changing the address.  The Village is to contact the county to start the procedure for changing the address.  

 

PARK RESTROOM NEAR GIRL SCOUT LODGE:  This is an older restroom and should be completely taken down.  It is not currently handicap accessible.  Was recently vandalized on the first day it was opened up.  Committee recommended locking up the facility until it can be completely removed.  There are other restroom facilities located throughout the park so it will not be a hardship if this one is removed.

 

CROSSOVER PIPE ON N. STATE AVE.:  Mr. Stan Darocha has complained about heavy rain causing flooding at this property.  Someone has put in a ditch to help eliminate the problem but that has not worked.   Mr. Darocha claims that when the Andersons’ home was moved back on their property, that’s when the problems started.   Andersons’ had installed a new pipe for drainage and had tied the pipe back into the existing pipe when the house was moved.  They did everything correct with the drainage when they moved their home.  This drainage problem for Mr. Darocha may be solved when Rte. 608 is repaved.

 

WOODSONG DETENTION BASIN:  There has been a complaint of a detention basin that is always plugging up and causing basement flooding of home on the corner of Woodsong.  This home on the corner should not have been built with a basement.  The detention pond is not being property maintained and cleaned out.  The residents are claiming that this detention basin was not built properly and it is the Village’s responsibility to keep it clean.  The Village is not responsible for this basin.  Residents from the area may be at the next Council meeting to voice their concerns about this basin.

 

 

DEDICATION OF ALMEDA DRIVE:  The Village will be meeting with school officials to discuss the 100’ right of way that is on the dedication plat.   The Village will replace the curb on the entrance to this road when maintenance work is done or the road needs to be replaced.  

 

 

PARKING ON GROVE ST.:  There are a lot of cars that park on the street.  Will take this in advisement when the new parking ordinance or signs are considered.

 

EAGLE PARK IMPROVEMENTS:  This will be discussed in the Utilities committee tomorrow night.

 

ODOT 608 RESURFACING PROJECT:  This project has been rescheduled for next year.  Will come out and patch the bad areas in front of the Village Hall.

 

SENIOR CENTER:  The asphalt around the catchbasins in the parking lot are broken.  Will do the repair work when there is hot mix available or Ridgewood is being resurfaced.   There has also been some complaints about the overall cleaning of the Senior Center.   Maybe consider charging groups who use the center a maintenance fee for cleaning.   Will look into getting a cleaning company to clean the Senior Center and the Municipal Center.
