Carl Hofstetter chairperson, called the meeting to order at 8:00 a.m. Other members present: Edna Davis. Scott Klein was excused. Others present: Dan Weir, administrator, Charlie Ehrhart, director of services, Bob Provost, engineer, Steve Roessner, zoning inspector and Bethann Petronio, Secretary.

APPROVAL OF MINUTES OF APRIL 4, 2007: There were no corrections to the minutes. Davis made a motion to approve the minutes as written. Hofstetter seconded. ROLL CALL: All yeas
OLD BUSINESS:
KRAFTMAID TURN LANE: The County commissioners approved monies in the amount of $40,000+ from the gas tax. Village Council had passed legislation at the last meeting which the clerk will certify today and will be taken to Ohio Department of Transportation District 22. Not sure if this project will be done this summer or next. ODOT needs twelve weeks to sell the project to contractors.
MUNICIPAL PARKING LOT: Still working on a plan for this parking lot. At the last Council meeting, had discussed saw cutting some of the portions but there is no way that could be done. The parking lot is to broken up and needs to be completely repaved. Village can replace all of the concrete in the parking lot whether it is on the business’s or village’s property but it would be better to do if the property owners deeded the portions over to the village. Could also dedicate the parking lot to village use. This would be a better avenue since it would then clean up any loose ends for Councils to come in the future. Dan will talk to Council at the next meeting and then try to proceed and get some of the work done this summer. Would do half of the parking lot at a time but will get it all done in one season.
IMPROVEMENTS TO DOWNTOWN INTERSECTION: Would like to clean up the intersection with new poles, mast arms and loop detection. Estimated cost would be $155,910.00. For an additional $30,000 could put in a more modern camera detection system instead of the standard looping detection. There are times when the buggy traffic does not trip the loops and the cameras would detect the buggies. Hofstetter made a motion to purchase the modern camera detection system. Davis seconded. ROLL CALL: All yeas. The decorative fluted poles with curved mast arms would be $30,000 each, decorative poles not fluted with mast arms would be $26,000 each and the galvanized poles would be $20,000. Hofstetter made a motion to recommend purchasing the decorative fluted poles with the mast arms. Davis seconded. ROLL CALL: All yeas.
CEMETERY MAUSOLEUM: No information regarding this yet. Looking to build a place for cremated remains only not to include casket placement. This could possibly help with extending the amount of spaces available for casket burials. Dan will look into this for the next meeting.
NORTHVIEW DRIVE: Engineer and Charlie will look at this intersection after the meeting today.
PARKING ON GROVE ST.: Police Department has the traffic counter posted on the street at this time. There was discussion about signage stating no parking on village streets without permission. Not too many streets in the Village have parked cars on them for any extended period of time. A number of communities are going to the one sign posted throughout the community about parking on streets. Dan will look at this again and consider the total sign package.
608 ODOT RESURFACING PROJECT: Dan and Charlie met with Joe Odell from ODOT. Will be grinding the bad sections of Rte. 608 next week. Patching will be done this year and then next year the road will be total repaved. Discussed Darocha problem on the road by his house and that will be taken care of next year as a change order when the project comes through town.
WOODSONG DETENTION BASIN: Still investigating this problem with the detention basin. Located the original plans of when the house was supposed to be built. The basement is lower than the outfall of the pond. The water could be coming back through the gravel around the basement wall and the sump pump is not always working. Do not know how the downspouts are connected to the house. The sump pump could be tied into the sanitary sewer which is not correct. Could be downspouts tied into the sump pump. The pump was not working the last time the basement flooded. The homeowner’s daughter has been in contact with Dan and still believes the Village is at fault for this problem. Homeowner should consider disconnecting the downspouts on the front of the house. Joe Svete claimed he had repaired the orifices on the pond but it still had not been fixed. John Borkholder stated that there was a basement wall that had collapsed on this house. Village engineer will look into this problem again.
FERAL CATS: The Village has become inundated with stray cats throughout the area. Need to look at some alternate solutions. The County will spay and neuter 25 cats a day if the Village is able to trap the cats. Cost would be about $550 a day and the program goes for two days. The cats are given back to the Village after that. Why would the Village want the cats back? We are trying to move the cats out of town. Not sure how else to handle this growing problem.
ENGINEER’S REPORT: Have received the water distribution plan. Will be giving an electronic copy to Dan for the file on the office computer. Would be nice to have the whole storm sewer system also on computer. May work on that plan also.
