Carl Hofstetter chairperson, called the meeting to order at 8:00 a.m.  Other members present: Edna Davis,  Scott Klein.    Others present:  Dan Weir, administrator, Charlie Ehrhart, director of services, Bob Provost, engineer, Steve Roessner, zoning inspector and Bethann Petronio, Secretary.   

 

AGENDA:   Dead trees at Arby’s & Dr. Franklins

APPROVAL OF MINUTES OF MAY 2, 2007:   There were no corrections to the minutes.   Davis made a motion to approve the minutes as written.   Hofstetter seconded.   ROLL CALL:  All yeas

 

OLD BUSINESS:

KRAFTMAID TURN LANE:  All items are with ODOT.  Will probably not be under construction until some time next year.

 

MUNICIPAL PARKING LOT:   Engineer platted out each of the properties and signatures will be needed from each owner to dedicate this parking lot to public use.   There are eight other property owners besides the Village.  Letters will be sent to the property owners.  Hofstetter felt that this contact should be done in person.  Need to know the direction of this project.   Consider installing new waterline while the parking lot is being reconstructed.   Would be a cost of approximately $300,000 for utilities and paving.   Timeframe for utility replacement would be about 1 ˝ weeks.  The utility lines in this area are about fifty years old.   Need to get the owners signatures in order to do this work before considering the waterline construction.

 

 

CEMETERY MAUSOLEUM:   Acquired information regarding this.  Prices vary quite a bit Would seem like quite an expense for the Village to build these mausoleums.  Maybe if a family wants one, they would purchase the land at the Village cemetery and then have it built.  Dan to contact Dave McDowell regarding this issue.

 

NORTHVIEW DRIVE:  Engineer asked the committee to look at this street.  Pavement needs to be replaced from Rte. 87 to Meadowview.   Will dig out the crack areas and fill those in.  The street will look completely new when completed.   Engineer will advertise for bids on this project.

 

PARKING ON GROVE ST.:   There have been complaints about parking on Grove Street, that it presents a danger to pedestrians and other vehicles.   This street is now averaging about 1000 cars a day going one way.  Speed is not an issue on the street.  The on street parking has not been the cause of any accidents.

 

608 ODOT RESURFACING PROJECT:  This is a continuing project.   ODOT should be in the Village within the next week or so to do repairs to keep the road through the winter before it is replaced next year.  

 

NEW BUSINESS

REPLACE STREET PICK UP TRUCK DUE TO FIRE:  The Streets department pick up truck caught on fire and was destroyed at the beginning of May.   Insurance will cover $23,800 of the cost of a new truck.   Will need to add approximately $10,000 to $12,000 for a new truck to cover the additional items needed to be installed.  Hofstetter made a motion to forward this purchase on to Council.  Davis seconded.   ROLL CALL:  All Yeas

 

TRASH CAN REPLACEMENT:  Need to replace and add some trash cans for the park areas.   Cans should have some type of lid closure so as to keep the trash in the can and the water out.  Maybe see a sampling of the can material before purchasing.  The cans proposed would be approximately $300 each.  Klein suggested getting quotes from a different company.  Dan will check on that.

 

REPAIR TO THE MUNICIPAL CTR. PARKING LOT:  This the parking lot located outside of the Village hall.   There is an area of concrete that heaves with the cold weather.  Area also needs to have some additional drainage.  Received a quote of $6,000 to make the necessary repairs.   Committee agreed to have it repaired.

 

STREET TREES:  Some of the trees in the Village are just over the right of way line.   There is sometimes a problem of knowing who is responsible for a tree if limbs hang over onto the sidewalk or start to break off.  Dan suggested looking at all of the tree lines in town and possibly designate some type of tree line that would then be the responsibility of the village’s to maintain.   If the trees are on private property the village can not remove them.   Would have to consider trees on an individual basis if there is a problem with them.

 

 

ARCADIS RECOMMENDATION ON DOWNTOWN INTERSECTION:   Bids were received on this project and the lowest bidder was Perram Electric at $132,000.  An ordinance accepting this bid will be going to Council tomorrow night.   Davis made a motion to recommend this to council.  Klein seconded.   ROLL CALL:  All Yeas

 

 

ARCADIS – INSPECTION OF DOWNTOWN INTERSECTION:  Arcadis will do the inspection work on the construction of the downtown intersection at a cost not to exceed $18,000.  Davis made a motion to recommend this to council.  Klein seconded.   ROLL CALL:  All Yeas

 

DEAD TREES:  There are dead trees on the property of Arby’s and Dr. Franklin’s.  These trees have a potential of becoming a hazard if left as they are.  Dan will check on the condition of these trees.

 

SEEDING ON W. HIGH:  The seeding that was done by the contractor with the gas project has not grown anything except weeds.  The green netting is being pushed up by the weeds and looks terrible on the street.   The contractor was notified last week about the netting and all the weeds that are growing.   Dan will contact the contractor again.  

 

ENGINEER’S REPORT:   None at this time.
