FEBRUARY 1, 2007
Brad Wallace called the meeting to order at 6:30 p.m. These members were present: Bill Blue, Bill Poole. Also present: Dan Weir, administrator, Charlie Ehrhart, director, Bob Provost, engineer, Steve Roessner, zoning inspector, and Bethann Petronio, Admin. Assistant.

MINUTES OF DECEMBER 6, 2006: The minutes stand as written. This is a new committee.
OLD BUSINESS:
WASTEWATER PLANT CONSTRUCTION - STATUS: The project is moving along. The Illuminating Company has been contacted to install power to the plant. Would like to start the plant up in April. The delay of connecting power could put the construction schedule of the plant behind.
WATER PLANT – STATUS: Received a letter from EPA with comments on the plans. The comments will be addressed and returned to the EPA for approval.
WOODSONG PUMP STATION: Bid documents will be ready for distribution on Monday, February 5th. The schedule is to open bids on February 23rd, award the bid on March 1st with construction to begin on April 1st. There are still some issues to be settled with Joe Svete regarding payment for the pump station. The cost could be assessed to vacant properties still owned by Svete but not sure if that can be done. If the cost is assessed, Svete should pay the full amount for the pump station. He may want to pay it in full.
NEW BUSINESS:
ADJUSTMENT JOURNAL – DECEMBER/JANUARY: Committee had some questions regarding how adjustments are made to certain accounts and the reason why. Wallace made a motion to approve the adjustment journals for December and January. Blue seconded. ROLL CALL: All Yeas (3).
MOODY’S PROPOSAL TO PERFORM TEST & CLEAN WELLS #1 &# 2: The wells should be tested every five years. Would be approximately $3000 to get the wells cleaned. If there are any problems with the wells at that time, they could then be repaired. Committee felt this was a good preventative maintenance program for the wells.
HOUSE ON WATER PLANT PROPERTY: The house that is on the proposed water plant property is not in very good shape. Would need a lot of work in order for it to be a usable facility for rental property. The smaller house on the property will be torn down for construction of the water plant. Should consider just tearing this house down also. May become an eyesore in front of the new plant if it remains on the site. The house did not appraise very high. Would cost more to repair than it is really worth.
SIDEWALK FROM MIDDLE SCHOOL TO LIBRARY ON HILLCREST: Students are walking from the middle school to the library via Hillcrest through two of the properties located there. Would have to get an easement from the property owners in order to put a sidewalk in that area. If a sidewalk is installed, Wallace felt that there should be a street light or something of that nature in the area to illuminate the sidewalk. This is all private property and students should probably not be walking through there. Questioned if there needed to then be a crosswalk on E. High at the library for students. That would then become a dangerous area. Need to just deter students from cutting through the two yards. Maybe install a fence in the area so that students have to walk down N. Thompson and cross with the crossing guard.
ENGINEER’S REPORT: None at this time.
