Brad Wallace called the meeting to order at 6:35 p.m.   Members present: Bill Blue, Bill Poole.  Also present:  Dan Weir, administrator, Charlie Ehrhart, superintendent, Bob Provost, engineer, and Bethann Petronio, Admin. Assistant.

MINUTES OF APRIL 5, 2007:   There were no corrections to the minutes.   Blue made a motion to approve the minutes as written.                 Poole seconded.   ROLL CALL:  Yeas (2), Nays (0) MOTION PASSED

 

OLD BUSINESS:

WASTEWATER PLANT CONSTRUCTION - STATUS:  Started up part of the plant last week and it functioned well.  Plant construction is moving along.   The two aeration tanks, blowers, clarifier and UV system are actually running so the old plant is now functioning more efficiently.  There will be some lagoon cleaning to be done at the plant and the cost has been figured in the contract cost.  Cleaned out #2 lagoon to put in the equalization tank and now need to do #1 & #3.  The #3 lagoon will go away completely and #1 will become a dry lagoon that will set there in case the equalization tank can’t hold all the water that may come from rain, it will dump back into #1 lagoon and then be pumped back to the plant.  Will have a cost of $125,000 - $130,000 to clean these out.  Have included that in the cost of the loan.   Will have a change order though for the cost of cleaning out a smaller lagoon.  Will take the materials that are out there now and that will allow for a place to put that material to grade that out.  The EPA will not allow us to keep the materials there anyway.  Will cost approximately $160,000 to do this lagoon.  Blue asked if all of this was in the master plan.  This was in the plan originally to do. 

 

WATER PLANT – STATUS:  There will be a pre-bid meeting tomorrow at 11:00 a.m.  Bids will be due on May 18th.  Still on schedule for the construction of the plant.  

 

WOODSONG PUMP STATION: This project is moving along.   Pumps and equipment have been ordered Sent back approved drawings from the engineer.   We are on schedule with the EPA’s deadline regarding this project.

 

MOODY’S PROPOSAL TO PERFORM TEST & CLEAN WELLS #1 &# 2:  Moody’s have not scheduled a time to come and do the testing.  Will be getting something lined up shortly.    

 

WOODSONG DETENTION BASIN:  Village engineer wrote a report regarding this problem.   The original plan for the design of the detention basin, the improvement plans, is pretty much what was built.   The detention basin was constructed in a different location then what the improvement plans had showed it.  They are of essentially equal volumes and elevations.  Either pond will function literally exactly the same way as the other one.  The first plan that was submitted to the Village did not reflect that there was a basement to be constructed under unit #6.  Blue asked if the pond was in existence when the unit was built.   It was already there.   The basement floor elevation of the unit is the same elevation as the low water level in the pond.  So every time it rains, the level of the pond raises by some amount and the water level is higher than the basement.  Pretty unlikely that there is a pipe connection between the pond and the homeowner’s basement cause the storm sewer system that runs around there is higher than the lower level of the pond, so the pond would have to back up 2 or 3 feet before the pipe would be submerged by the homeowner’s house.  Doesn’t make sense that anyone would connect a storm pipe from the storm sewer into this homeowner’s house.  There could be a trench with some gravel backfill in it and the storm sewer surcharges, it could possibly be getting into the home’s footer tiles.  At the same time, that would require that the sump pump would not be working.  The Village is aware that this basement has flooded a couple of times in the last seven or eight years.   During two of those occasions the sump pump was not working.   This is a private storm sewer system owned, maintained and operated by the condominium association.  It’s a private storm water detention pond that is owned and operated by the Woodsong homeowners association of which the condos are a part of.  There is no way the Village is responsible or involved in this problem.  Looks like some times the sump pump does not work. The Village checks the zoning requirements only when homes are submitted for zoning permits.   Do not determine if there can be a basement or not.  Would check the grading.  The units in this area are constructed very close together.   Wallace asked if the developer has done anything with the pond as far as cleaning it out, etc.  No action has been taken.   Nothing is any different with this pond from other ones in the village.  It does what it is supposed to do.  When it rains it fills up with water, fluctuates a little over 4 feet in depth, and then meters the water that leaves it to protect everything down stream, in this case the Village’s storm sewer system.  Some of the concern for the Springdale Lakes was being contributed to by this pond.  The current homeowner was made aware of this problem but was told it had been taken care of.  The realtor stated that the homes (without basements) located near this home will eventually start to have problems.  The village engineer stated he couldn’t imagine that those homes would start to have problems.  It is not high enough to even have it back up in the catch basins.   One of the walls on the basement fell in awhile ago and had to be replaced.  There might be another problem than just a water problem at this home.  A letter should be drafted to the homeowner regarding this matter stating that the Village is not responsible for this problem.

 

 

NEW BUSINESS:

ADJUSTMENT JOURNAL – APRIL:    Wallace made a motion to approve the adjustment journal for April.  Poole seconded.   ROLL CALL:  All Yeas (3).

 

PICKUP TRUCK REPLACEMENT:  Need to replace the pick up truck used by the workers at the sewer plant.  Want to get back on the five year plan of taking vehicles out of service.   Will use the state bid program.  Ford has the state bid this year.  This truck has been planned for in the budget.  Estimated cost will be $26,000 with truck and a new snowplow.  Poole made a motion to approve the purchase of new pickup truck for the Sewer Dept.  Blue seconded.  ROLL CALL:  All Yeas.

 

REQUEST FOR WATER/SEWER BILL ADJUSTMENT – ALAN ATWOOD:  Mr. Atwood has requested an adjustment to his water/sewer bill.  The house is currently empty.  Vandals broke in to the house and turned the faucet on in the garage.  The water was running for an undetermined period of time.   The water did go down the sewer.  The home is up for sale and the committee recommended some type of payment plan and that the bill must be paid at the time of the sale of the home. 

 

ENGINEER’S REPORT:  None at this time.
